Inner Mongolia Baotou Steel Union Co., Ltd. (hereinafter referred to as Baotou Steel) was established in 1954 as one of the 156 key projects constructed during China's "First Five-Year Plan" period. It is the first large-scale iron and steel enterprise built in a minority ethnic region in New China and the only steel enterprise for which Premier Zhou Enlai personally cut the ribbon at its inauguration. After more than 60 years of development, it has now become the world's largest rare earth industrial base and an important iron and steel industrial base in China, owning two listed companies: Baotou Steel Shares and China Northern Rare Earth.

The construction of Baotou Steel originated from the world-renowned Bayan Obo polymetallic symbiotic deposit, with rare earth reserves of 43.5 million tonnes, ranking first in the world; niobium reserves of 6.6 million tonnes, ranking second in the world, and it is also the largest iron ore in northwest China.

Baotou Steel has currently formed a coordinated production capacity of more than 16.5 million tonnes of iron, steel, and finished products, and is the world's highest-equipped and largest-capacity production base for high-speed rail. Baotou Steel products are exported to more than 60 countries and regions including Europe and the United States.
