Hengwei Inspection, Testing & Certification (Hebei) Group Co., Ltd. was established in December 2021 with the approval of the Hengshui Municipal Government. It is a state-owned third-party comprehensive inspection and testing institution. The Group is committed to providing global users with one-stop services including inspection, testing, metrology, certification, training, and technical consulting.

The Group has a registered capital of RMB 22,535,600, covers an area of 13,200 square meters, with a laboratory area of 5,000 square meters and a constant temperature and humidity laboratory of 300 square meters. It currently has 136 technical and management personnel, of whom over 70% hold bachelor's degrees or above, including more than 20 engineers and above, and 14 first-class registered metrologists. The Group has established infrastructure including a comprehensive exhibition hall for characteristic industries, a comprehensive laboratory building, a large-scale mechanics laboratory, a constant temperature and humidity laboratory, an R&D center, and a conference and training center, equipped with over 1,000 sets of large, medium, and small supporting instruments and equipment.

The Group comprises the National Quality Inspection and Testing Center for Engineering Rubber Products (Hebei), the Quality Inspection Center, the Metrology Center, the Hebei Provincial Quality Supervision and Inspection Center for Friction Materials, the Hebei Provincial Quality Supervision and Inspection Center for Metal Cabinets, Hebei Yangnuo Quality Testing Co., Ltd., and Hengwei Technology Hebei Co., Ltd. Currently, the National Center has passed the "dual-in-one" accreditation of the Certification and Accreditation Administration of the People's Republic of China (CMA) and laboratory accreditation (CNAS). Its testing capability covers 181 products across 18 major categories, including various bearing devices for bridges and construction projects (plate rubber bearings, pot bearings, spherical bearings, damping devices, and isolation bearings, etc.), waterstops, hoses, conveyor belts, polymer waterproofing materials, rubber and plastics, polysulfide sealants, geogrids, highway bridge expansion joints, metal materials, and dampers, with 2,326 accredited parameters. It can conduct type testing for bearing devices used in bridges and construction projects (plate rubber bearings, pot bearings, spherical bearings, damping devices, and isolation bearings, etc.), highway bridge expansion joints, and polymer waterproofing materials, and can issue bilingual reports in Chinese and English. The Quality Inspection Center, the Provincial Friction Materials Inspection Center, and the Provincial Metal Cabinet Inspection Center have all passed Hebei Province's qualification accreditation (CMA). The Quality Inspection Center's testing capability covers more than 60 products including fertilizers, coal, friction materials, energy products, electrical appliances, light industrial products, textiles, and machinery, with 285 accredited parameters. It can conduct testing for total nitrogen, available phosphorus pentoxide, potassium oxide, total nutrients, and chloride ions in fertilizers; ash content, volatile matter, calorific value, and content of five toxic elements in coal; analysis of harmful elements in friction materials; testing of sulfur content and flash point (closed cup) in oil products; preventive testing of products such as insulating shoes, insulating gloves, insulating rods, and voltage detectors; testing of textiles and textile products; and testing of caster products. The Provincial Friction Materials Inspection Center can conduct inspection and testing of friction materials including brake linings for automobiles, friction materials for industrial and agricultural machinery, and brake pads for hydraulic disc brakes of wind turbine generator systems. The Provincial Metal Cabinet Inspection Center can conduct inspection and testing of metal cabinets including metal furniture, anti-theft safes, steel filing cabinets, steel storage cabinets, and manual compact bookshelves. The Metrology Center currently has 453 sets of verification (calibration) equipment and a constant temperature and humidity laboratory of 300 square meters. On June 7, 2023, it obtained the special metrology authorization certificate issued by the Hebei Provincial Administration for Market Regulation, enabling it to carry out 67 verification/calibration items across the entire Hebei Province. On June 6, 2025, it obtained the laboratory accreditation certificate from the China National Accreditation Service for Conformity Assessment (CNAS), enabling it to carry out 223 CNAS calibration items and 2 testing items. It can perform verification and calibration of commonly used equipment in the fields of mechanics, length, electromagnetism, thermometry, medical science, chemistry, ionizing radiation, ultrasonics, and optics. Hebei Yangnuo Quality Testing Co., Ltd. covers a total area of 2,480 square meters, including a food laboratory area of 1,520 square meters, a non-food laboratory area of 600 square meters, and a rapid testing laboratory area of 60 square meters. It currently has 419 sets of instruments and equipment. The food laboratory has passed 495 CMA items of Hebei Province in the fields of food and agricultural products, and the fireworks and firecrackers laboratory has passed 52 accredited items.
