Company Introduction

CRRC Changchun Railway Vehicles Co., Ltd. (hereinafter referred to as "CRRC Changchun"), formerly known as Changchun Railway Vehicle Works, was founded in 1954 and was one of the key construction projects during China's First Five-Year Plan period. It was restructured into a joint-stock company in March 2002, with a current registered capital (total share capital) of RMB 5.8 billion (shares), of which CRRC holds 93.54%.

I. Company Scale

CRRC Changchun is a renowned base in China for the R&D, manufacturing, maintenance, and export of railway vehicles, and is the cradle of China's metro cars and EMUs. The company currently has over 19,000 employees, with its headquarters comprising two complete vehicle manufacturing plants (the old and new sites), covering a total area of approximately 4 million square meters. The company has 28 subsidiaries (18 wholly-owned or controlled), including 8 overseas subsidiaries (5 wholly-owned or controlled).

In recent years, with the rapid development of China's rail transit industry, the company has achieved technological upgrades and product renewal, with operating performance reaching new heights year after year. The brand effect and social influence of CRRC Changchun have also continued to grow, with annual operating revenue exceeding RMB 30 billion. In 2015, General Secretary Xi Jinping and Premier Li Keqiang respectively visited the company and delivered important speeches, expressing high expectations for the development of our enterprise and China's rail transit equipment manufacturing industry, and encouraging us to create a brilliant "golden business card" for China's high-end manufacturing.

II. Business Segments

CRRC Changchun currently has three main businesses: R&D and testing, new manufacturing of railway vehicles, and maintenance and operation & maintenance (O&M) services, and is building a full life-cycle service business for rail passenger transport equipment.

The R&D and testing business mainly relies on the National Engineering Technology Research Center and the National Engineering Laboratory to provide various testing, analysis, and testing services to suppliers, customers, business partners, and collaborators.

The new manufacturing business of railway vehicles includes three main products: EMUs, urban rail vehicles, and conventional railway passenger cars. It currently has the capacity to produce 180-200 EMUs, 4,000 metro cars, and 600 conventional railway passenger cars annually.

The maintenance and O&M service business has the capacity to overhaul 300 EMUs and 1,000 conventional railway passenger cars annually, and is actively expanding its metro car maintenance and O&M service business.

III. R&D and Manufacturing

As a leading enterprise in China's rail transit equipment R&D, manufacturing, and services, CRRC Changchun continuously conducts technical research in fields such as mechanics, electrical engineering, control, and special engineering, focusing on the two major technological development directions of wheel-rail and maglev systems. The company has a "six-in-one" technological innovation platform, comprising the National Engineering Technology Research Center for Rail Vehicle System Integration, the National Engineering Laboratory for High-Speed Train System Integration, the National-level Enterprise Technology Center, the Postdoctoral Research Workstation, the Academician Workstation, and the National Skills Master Studio. The company has been rated as one of the first batch of "National Innovative Enterprises," "National High-Tech Enterprises," "National Base for Science and Technology to Promote Trade," and "National Model Enterprise for Technological Innovation," and its products have been awarded the title of "National Famous and Quality Products."

The company currently has over 3,000 engineering and technical personnel, including 218 professor-level senior engineers, 47 PhDs, and 1,254 master's degree holders. In the field of high-speed EMUs, the company has built EMU product platforms for different speed levels (160 km/h, 250 km/h, and 350 km/h) and different environmental adaptability, and has successively developed models such as the CRH5A EMU, CRH380BL high-speed EMU, CRH380CL high-speed EMU, CRH380BG cold-resistant EMU, CRH3A intercity EMU, "Fuxing" China Standard EMU, Beijing-Zhangjiakou High-Speed Railway intelligent EMU, and the 400 km/h cross-border interoperable EMU. Among these, the "Fuxing" EMU, with completely independent intellectual property rights, has greatly enhanced the brand image of China's high-speed rail; the Beijing-Zhangjiakou High-Speed Railway intelligent EMU fully demonstrates the advanced and mature nature of China's high-speed rail technology and leads the development direction of high-speed rail worldwide. The company is currently the only main manufacturer within the CRRC Group capable of producing 350 km/h cold-resistant EMUs.

In the field of urban rail vehicles, the company has built vehicle platforms for A/B/C-type cars, linear motor cars, low-floor trams, straddle-type monorail cars, maglev cars, and suburban rail cars, achieving full coverage of urban rail vehicle products. It has successively developed more than 60 types of urban rail and maglev vehicles, including China's first stainless steel metro car, aluminum alloy light rail car, monorail car, cold-resistant metro car, driverless metro car, low-floor light rail car, next-generation metro, and high-speed maglev.

In the field of conventional railway passenger cars, the company has developed more than 200 types of conventional railway passenger cars, including the 25B, 25G, 25K, and 25T series, forming a serialized product line of Type 25 passenger cars.

IV. Corporate Management

The company adheres to the guiding principles of governing the enterprise according to law and achieving success through solid fundamentals. Through activities such as the introduction of international standards, optimization of the governance system, and lean improvement across the entire value chain, the company has enhanced the intrinsic quality of its development. In terms of the management system, it has achieved alignment with international standards and was the first in the domestic industry to pass certifications including the ISO22163 International Railway Industry Standard, ISO9001 Quality Management System, ISO14001 Environmental Management System, OHSMS Occupational Health and Safety Management System, DIN6700 Quality System, and the Integration of Informationization and Industrialization system. It has also established full value-chain operational management software platforms such as SAP, PDM, MES, SRM, and QMS. In optimizing the governance system, the company prioritizes business, processes, and system building as key foundational work, implements organizational restructuring and management process reengineering, and achieves comprehensive integration of business operations. It has established a matrix organizational structure based on a line-function system with project management for operational matters. Lean management is used as an effective means to improve the level of foundational work, with efforts focused on promoting the integration of management elements to maximize the return on resource investment.

V. Overseas Achievements

The company is the earliest exporter and the largest in terms of export volume in the domestic industry. Its products have been exported to more than 20 countries and regions, including the United States, Australia, Brazil, Thailand, Saudi Arabia, Singapore, New Zealand, Argentina, Ethiopia, and Hong Kong, China, with cumulative exports exceeding 9,000 vehicles and contracted value exceeding USD 12 billion. For the Boston metro cars developed by the company, a Chinese solution was provided to address the operating conditions of Boston's century-old metro lines and the non-standard requirements of US standards, exporting "Chinese wisdom." This project was selected by the Publicity Department of the CPC Central Committee and the SASAC as an "Outstanding Case of Overseas Image Building for State-Owned Enterprises."
