Description

Service Background: This tender involves the supervision, tracking, and quality assurance of the core electrical technical service content performed by the E/MSR service management provider who has signed a framework agreement with the owner, ensuring their performance complies with German electrical engineering standards, occupational safety regulations, and the owner's internal technical specifications.

Entrepreneurial Responsibility: Assumes entrepreneurial responsibility for the safe operation of electrical systems. The manager acts as the system responsible person according to VDE 0100-105 standard, responsible for overall technical decisions, risk control, and compliance supervision.

Safety Measures Implementation: Implements and removes safety measures for electrical systems according to the five safety rules (disconnect, secure against reconnection, verify de-energization, ground and short-circuit, cover or shield adjacent live parts), applicable to own work and third-party work. The manager must oversee the entire process of work permit procedures, installation/removal of grounding wires, and protection for work near live parts.

Electrical System Testing / Overhaul / Maintenance: Covers periodic inspections, execution of overhaul plans, and preventive maintenance of electrical systems, including insulation testing, functional verification, and condition assessment of equipment such as switchgear, distribution boxes, control cabinets, cable lines, busways, motor control centers, etc.

Overcurrent Protection Device Functional Testing: Conducts electrical functional testing of overcurrent protection devices used for electric drive units (including circuit breakers, fuses, thermal relays, electronic overload relays), verifying setting accuracy, operating time, and selectivity coordination.

Residual Current Device (RCD) Testing: FI protection devices in fixed electrical installations must undergo an annual electrical test, measuring tripping current, tripping time, and insulation resistance. The test device (button) must be functionally verified and documented every six months. Test results must be archived for inspection.

Troubleshooting Scope: Fault diagnosis and rectification for power systems and their components (medium/low voltage switchgear, transformers, distribution boards), uninterruptible power supply systems (including rectifiers, inverters, battery banks), solar systems (inverters, DC combiner boxes, monitoring units), electrical parts of cathodic protection systems, E/MSR systems (electrical measurement, control, regulation equipment), as well as electrical parts of air conditioning systems and dehumidification equipment.

Fault Reporting and Analysis: Prepare standardized fault reports containing fault phenomena, cause analysis, corrective actions, replaced components, and repair time. Perform root cause analysis, maintain a fault statistics ledger in an editable digital format (e.g., Excel), and submit quarterly statistical reports and trend analysis.

E/MSR and Communication Technology Maintenance and Support: Maintenance cycle is once per year, covering functional checks, firmware updates, and parameter optimization for sensors, actuators, controllers, industrial Ethernet switches, serial communication devices, fieldbus components, and human-machine interface devices.

Maintenance List Development: Develop E/MSR maintenance lists for new systems, including equipment lists, test items, test cycles, test methods, and acceptance criteria. Revise existing maintenance lists, optimizing maintenance strategies based on operational experience and fault data.

Programming Services: Provide programming, function block development, communication configuration, and fault diagnosis for SIMATIC S7 control systems (Step7 and TIA Portal platforms). Configuration of visualization devices (WinCC, WinCC flexible, and TIA Portal platforms) including screen configuration, variable archiving, alarm management, and user permission settings. Adaptation of UPS system monitoring programs. Development of data acquisition and processing programs for measurement technology equipment.

Measurement Technology Calibration and Adjustment: Perform calibration and adjustment of measurement equipment according to manufacturer specifications, covering current transformers, voltage transformers, power transducers, frequency transducers, temperature transducers, pressure transducers, level transducers. Calibration certificates and adjustment records must be archived.

Electrical System Documentation Maintenance: Continuously maintain the acceptance file dossier (electronic book) of electrical systems in both paper and digital forms, containing as-built drawings, equipment manuals, test reports, maintenance records, and change records. The owner must have access during working hours at any time. Document versions must match the actual site conditions.

Drawing and Document Revision: Revise electrical drawing files in ELCAD and WSCAD programs using the current software version, including schematic diagrams, wiring diagrams, layout diagrams, terminal diagrams, and cable schedules. Drawing modifications must comply with the owner's drafting standards, and the drawing index and revision history must be updated accordingly.
