Project Name: Supply and Delivery of Road Marking Paint

Contract Period: Three-year framework agreement, effective from July 1, 2026, to June 30, 2029

Material Specifications: This tender procures specialized road marking paint, primarily used for applying traffic markings on urban roads, highways, parking lots, and similar areas. Specific material requirements include:

Paint Type: High-quality solvent-based or water-based road marking paint compliant with South African national road marking standards must be supplied. Thermoplastic reflective paint may be offered as a supplementary option.

Color Requirements: Primarily white and yellow (standard traffic marking color codes). Other special colors will be notified separately during the contract period based on actual needs.

Performance Indicators: The product must possess excellent durability, UV resistance, fast-drying properties, and good nighttime reflectivity (requires the addition of compliant glass beads). It must be suitable for Mossel Bay's coastal climate and environmental conditions, including summer heat and mild, humid winters.

Packaging Specifications: Multiple packaging options must be provided (e.g., 20kg drums, 25kg bags for thermoplastic paint, etc.) to meet different scale construction needs. All packaging must be properly sealed with labels clearly stating the product name, batch number, production date, and safety instructions.

Environmental and Safety: The product must comply with South African environmental regulations, with volatile organic compound content within allowable limits, and a complete Material Safety Data Sheet must be provided.

Estimated Purchase Quantity: Specific purchase quantities will be issued in batches according to the municipality's actual needs. The estimated total purchase quantity over the three-year contract period will be detailed in the specification document. Bidders must quote based on unit prices.

Delivery Requirements:

Supply Model: This tender is for an indefinite quantity framework agreement. The purchaser will issue purchase orders to the successful supplier based on actual needs. The supplier must complete supply within the specified time after receiving the order.

Delivery Location: Designated warehouse of the Mossel Bay Local Municipality or specific construction sites (limited to the Mossel Bay administrative jurisdiction). Transportation costs and related risks are borne by the supplier.

Delivery Timeframe: Regular orders must be delivered within 7-14 working days. In emergency situations, the supplier must be able to respond and partially supply within 3-5 working days.

Quality Assurance: Each batch delivered must be accompanied by a factory quality inspection certificate and batch number. The purchaser reserves the right to sample and test. If product quality is found not to meet technical requirements, the supplier must unconditionally replace or refund the goods and bear corresponding losses.

Technical Support: The supplier should provide product application guidance as needed, including technical parameters such as application temperature requirements, dilution ratios, glass bead dispersion rates, and may arrange on-site technical guidance when necessary.

Compliance with Technical Standards: All products and their application must comply with South African traffic sign and marking specifications (e.g., SANS 1511 series standards) and supplementary technical requirements set by the Mossel Bay Local Municipality.

Paid Purchase: Pay ZAR 264.00 (non-refundable) for a hard copy. Payment can be made at the cashier's office on the ground floor (seaside) of the Main Building in Mossel Bay, or via electronic funds transfer (for bank account details and payment reference number, please email ensyders@mosselbay.gov.za). After payment, collect the documents from the Supply Chain Management Office (101 Marsh Street) upon presentation of proof of payment.

Tender Submission Deadline and Requirements: Tender documents must be submitted in sealed envelopes and deposited in the tender box located at the entrance of the Mossel Bay Town Hall by 12:00 on Friday, March 27, 2026, or mailed to the above address to ensure arrival before the deadline. The envelope's front must clearly state the tender number, project name, and closing date. Late submissions, or submissions via email or fax will not be accepted.

Tender Validity Period: Quotations submitted by bidders must remain valid for at least 120 days from the tender closing date.

Evaluation Criteria: This tender will be evaluated using the 80/20 or 90/10 preference point system. The specific applicable system will be determined based on the tender price. In the preference point allocation, a maximum of 20 points (80/20 system) or 10 points (90/10 system) can be awarded. 50% of the preference points will be assessed based on the bidder's B-BBEE (Broad-Based Black Economic Empowerment) scorecard; the remaining 50% will be assessed based on the bidder's level of localization (i.e., whether located in or serving the local community).

Supplier Registration Requirement: All bidders not yet registered on the Central Supplier Database must immediately complete registration using the prescribed form. Unregistered entities may not be eligible for contract award.

Public Opening of Tenders: A public opening of tenders will take place immediately after the closing time (after 12:00). All submitted tenders will be opened in the presence of the public.

Rights Reservation Clause: The Local Municipality reserves the right to withdraw this tender, re-advertise it, reject any tender, or accept only part of a tender. It does not undertake to accept the lowest quotation or the tender with the highest score, nor is it obliged to provide explanations to any unsuccessful bidder.
