Project Description: The Southern Electricity Transmission and Distribution Grid Company of Romania initiates this procedure for the procurement of personal protective equipment for its employees, covering electrical safety tools and various types of protective gloves including mechanical, chemical, and low-temperature protection.

Estimated Value of Procedure (Range): Minimum 2,896,920 Romanian Lei (excluding VAT) to Maximum 4,345,380 Romanian Lei (excluding VAT)

Quantity Revision Clause: The contracting entity reserves the right to increase the estimated quantities in the tender documents by up to 50% of the initial estimated quantities, with prices based on the awarded financial offer. This option can be used throughout the validity period of the framework agreement (36 months).

Payment Terms: Within 60 days from the date the supplier issues the invoice. A grace period until a specific date of the month is applicable if the payment due date falls within a certain interval.

Evaluation Criterion - Price: Weight 90.00%. The lowest price receives the maximum score, others are calculated proportionally.

Evaluation Criterion - Sustainability Component Ecovadis or Equivalent Certification: Weight 5.00%. Already certified: 5 points; Certification in progress: 3 points; At least one party in a consortium is certified or in the process of certification: 2 points.

Evaluation Criterion - Employment of Unemployed Persons or Persons with Disabilities: Weight 5.00%. Employing or committing to employ 1 such person: 2 points; Employing or committing to employ at least 2 such persons: 5 points.

Financial Capacity Requirement: Average annual global turnover for the past three years (2023, 2024, 2025) must be at least 900,000 Romanian Lei (excluding VAT).

Technical Capacity Requirement: At least 1-3 supply contracts for similar products (professional workwear accessories, such as protective gloves) with a value or cumulative value of at least 900,000 Romanian Lei, executed within the past three years.

Quality Standard Requirement: Proof of implementation and maintenance of a quality management system according to SR EN ISO 9001 or equivalent standard is required.

Commercial Registration Requirement: The bidder must be legally registered in its country of establishment, and its business scope must include the main activities covered by this procedure.
