Project Name: Modernization of the heating network in Łódź to limit CO2 emissions and increase energy efficiency – Stage 2 Tender Reference: 2026-2419-267637 (Internal Reference: 2026/0023/P/P) Tender Status: Published Procurement Type: Construction Works Project Background: This project is a component under the framework of call "FENX.02.01-IW.01-002/25", aiming to reduce CO2 emissions and improve energy efficiency through the modernization of the heating network in Łódź. Funding is sourced from the EU European Funds for 2021-2027, in compliance with the relevant expenditure eligibility rules. Tender Scope: The specific task covered by this tender is "Task 8: Modernization of the hot water heating network in the Radoszczyzna-West housing estate from node K-3015/5 in the direction of Jeziorna Street 42." Scope of Works Includes: Demolition works Construction and installation works Supply of relevant construction materials Technical Standards: Must be executed in accordance with the construction design documentation and the requirements specified in the Terms of Reference (SWZ). Construction Site: Poland, Łódź Voivodeship, City of Łódź, Bałuty District, Łódź City (specifically located in the Radoszczyzna-West housing estate, from node K-3015/5 in the direction of Jeziorna Street 42) Network Technical Requirement: Use of prefabricated insulated pipe technology. Schedule: Overall Duration: From August 3, 2026 to December 7, 2026 Stage 1 (Network Shutdown/Transition): August 20, 2026 to August 27, 2026 (involves partial payment) Stage 2 (Final Acceptance): December 7, 2026 (involves partial payment) Partial Bids Allowed: No Variant Bids Allowed: No Consortium Bids Allowed: Yes (bidding as a consortium is allowed, and the combined experience of consortium members is permitted) Subcontracting Allowed: Yes, but the scope to be subcontracted and the subcontractor must be declared at the time of bid submission Use of Third-Party Resources Allowed: Yes (experience, personnel, etc., from third parties can be utilized) Bidder Qualification Requirements (Experience and Capacity): Similar Project Experience: Within the last five years (as of the bid submission deadline), the bidder must have completed the following two categories of works (cumulative): At least 100 meters of new construction or modernization of a heating network using prefabricated insulated pipes with a diameter of DN80 or larger. At least 200 square meters of new construction, modernization, or restoration of hardened surface areas (e.g., asphalt roads, squares, parking lots, or pedestrian walkways) (limited to voivodeship, county, or national roads). Financial Capacity: The bidder must possess at least 250,000 Polish Zloty (or equivalent foreign currency) in own funds or available credit line. Personnel Requirements (Key Personnel): Construction Manager: Must hold an unrestricted construction management license in heating networks, HVAC, etc.; valid BHP training certificate; qualification certificate for supervisory positions within points 2 and 10 of Group 2 (according to the Polish Minister of Climate and Environment regulation); at least 1 year of experience as a construction manager, having managed at least 100 meters of prefabricated insulated pipe heating network projects with DN80 or larger. Road Works Manager: Must hold an unrestricted construction management license in road engineering. Site Engineer: Must hold an unrestricted construction management license in heating networks, etc. Non-Destructive Testing Personnel: Must hold an ultrasonic testing qualification certificate issued by UDT or an equivalent certification body. Note: The Construction Manager and Site Engineer cannot be the same person.
