Technical Standards: Must be executed in accordance with the construction design documentation and the requirements specified in the Terms of Reference (SWZ). Construction Site: Poland, Łódź Voivodeship, City of Łódź, Bałuty District, Łódź City (specifically located in the Radoszczyzna-West housing estate, from node K-3015/5 in the direction of Jeziorna Street 42)

Network Technical Requirement: Use of prefabricated insulated pipe technology.

Overall Duration: From August 3, 2026 to December 7, 2026

Stage 1 (Network Shutdown/Transition): August 20, 2026 to August 27, 2026 (involves partial payment)

Stage 2 (Final Acceptance): December 7, 2026 (involves partial payment)

Bidder Qualification Requirements (Experience and Capacity):

Similar Project Experience: Within the last five years (as of the bid submission deadline),

the bidder must have completed the following two categories of works (cumulative):

At least 100 meters of new construction or modernization of a heating network using prefabricated insulated pipes with a diameter of DN80 or larger.

At least 200 square meters of new construction, modernization, or restoration of hardened surface areas (e.g., asphalt roads, squares, parking lots, or pedestrian walkways) (limited to voivodeship, county, or national roads).

Financial Capacity: The bidder must possess at least 250,000 Polish Zloty (or equivalent foreign currency) in own funds or available credit line.

Personnel Requirements (Key Personnel):

Construction Manager: Must hold an unrestricted construction management license in heating networks, HVAC, etc.; valid BHP training certificate; qualification certificate for supervisory positions within points 2 and 10 of Group 2 (according to the Polish Minister of Climate and Environment regulation); at least 1 year of experience as a construction manager, having managed at least 100 meters of prefabricated insulated pipe heating network projects with DN80 or larger.

Road Works Manager: Must hold an unrestricted construction management license in road engineering.

Site Engineer: Must hold an unrestricted construction management license in heating networks, etc.

Non-Destructive Testing Personnel: Must hold an ultrasonic testing qualification certificate issued by UDT or an equivalent certification body.

Note: The Construction Manager and Site Engineer cannot be the same person.

Bid Security: 12,000 Polish Zloty (must be submitted as per tender documentation requirements)

Performance Bond: 5% of the total contract value (net) (must be submitted before the contract signing date)

Warranty Period Requirements:

Construction Works Warranty Period: 60 months

Prefabricated Insulated Pipe System and Installation Works Warranty Period: As one of the evaluation criteria, bidders may offer 5, 6, or 7 years (weight 20%)

Evaluation Criteria:

Price (including tax): 80%

Prefabricated Insulated Pipe System and Installation Works Warranty Period: 20% (5 years scores 0 points, 6 years scores 30 points, 7 years scores 100 points, fractions of a year rounded down)

Material Technical Documentation Requirements (to be provided with the bid):

EU or Polish Declaration of Performance (DoP) and relevant technical assessment or certification for prefabricated insulated pipes and fittings

Thermal conductivity test certificate for polyurethane foam insulation material (issued by an accredited laboratory)

Declaration of the type of raw material system for the insulation material

Test report for radiation cross-linked joint resistance to soil loads (in accordance with PN-EN 489 or equivalent standard)

Test report for axial and tangential shear strength of polyurethane foam before and after aging (issued by an accredited laboratory), must indicate parameters such as density, compressive strength, etc.

EU or Polish Declaration of Performance (DoP) and relevant technical assessment or certification for valve fittings

Other Requirements:

The bidder must submit a series of legal documents, including: commercial registry extract, certificate of no tax arrears, certificate of no social security arrears, certificate of no criminal record, capital association declaration, sanctions compliance declaration (EU Regulation 833/2014), etc.

The contracting authority is not subject to the Polish Public Procurement Law of September 11, 2019, but follows the *Expenditure Eligibility Rules for European Funds 2021-2027*.

The contracting authority reserves the right to cancel the tender in accordance with the provisions of the tender documentation.
