Service Period: 365 calendar days from the date of contract signing. Maintenance period for Lizhou Area: April 2026 to March 2027; Maintenance period for Youjun Area: January 2027 to March 2027.

Service Location: Lizhou Area and Youjun Area, Xichang City, sections designated by the purchaser.

Routine Maintenance Operations:

Roadbed Maintenance: Trim road shoulders and slopes, prune vegetation, clear debris; Clear drainage facilities such as side ditches, interception ditches, catch basins, chutes; Clear weeds from retaining walls and slope protection, unclog drain holes, remove loose rocks; Clear seasonal fallen leaves, snow, dust, and sand.

Bridge and Culvert Maintenance: Clear sludge, snow, ice, debris; Clean accumulated soil and gravel from expansion joints, unclog drain holes; Clear garbage and debris from riverbeds; Dredge culverts, clear river channels under bridges.

Traffic Safety Facility Maintenance: Clean and repair signs, delineators, warning posts, crossing markers, convex mirrors, milestones, hectometer posts; Tighten sign posts, guardrail posts, speed bumps; Paint crossing markers, warning posts, speed bumps, milestones, etc.; Clear garbage and debris from parking areas and viewing platforms.

Greening Maintenance: Pruning, pest control, and fertilization of roadside trees and plants; Whitewashing roadside trees in winter.

Minor Repair Operations:

Roadbed Minor Repairs: Slope tidying, earth shoulder repair, retaining wall repair; Drainage facility repair; Clear small-scale landslides (within 100 cubic meters per site), fill roadbed gaps (within 30 cubic meters per site), treat minor subsidence and frost heave.

Pavement Minor Repairs: Repair asphalt concrete pavement cracks and potholes; For cement concrete pavement, replace joint sealants, repair potholes, corner breakage; Local void repair; Partial curb replacement.

Traffic Safety Facility Minor Repairs: Supplement, repair, or partial replacement of delineators, crossing markers, warning posts, speed bumps, milestones, etc.; Partial repainting of pavement markings; Repair or replace damaged sign facilities; Guardrail painting and local repairs.

Bridge and Culvert Minor Repairs: Local repair or replacement of bridge railings; Repair drain holes, expansion joints; Repair minor defects like bridge deck cracks, potholes.

Greening Minor Repairs: Supplementary planting of roadside trees, plants, and other greenery.

Maintenance Mileage: Detailed maintenance mileage list is available in the bid document attachments.

Imported Products: Not applicable, provision of imported products is strictly prohibited.

Energy-saving/Environmental Products: No mandatory or priority procurement requirements involved.

Employment Requirements for Disadvantaged Groups: The winning bidder must unconditionally undertake 59 rural highway maintenance public welfare positions (21 in Lizhou Area, 38 in Youjun Area). Labor remuneration shall be paid by the winning bidder to the purchaser and uniformly distributed through the "One Card" platform.

Safety Responsibility Requirements: The winning bidder shall bear all responsibility, legal liability, and compensation liability for safety accidents within the service scope. The purchaser bears no responsibility. A letter of commitment must be provided during bidding.

Payment Method: Phased payment. Monthly service fees are calculated based on monthly assessment results and paid quarterly. Within 15 days after payment conditions are met, the purchaser settles and pays upon receiving legal and valid VAT ordinary invoices.

Acceptance Criteria: Implemented according to the bid documents, the winning bidder's response documents, the contract, and the "Guiding Opinions of the Ministry of Finance on Further Strengthening the Management of Government Procurement Demand and Performance Acceptance" (Finance Treasury [2016] No. 205), combined with monthly assessment results.

Overall Project Service Plan: Understanding and analysis of current road conditions; Analysis of key difficulties and solutions; Team organizational structure, job responsibilities, staffing plan; Road routine inspection plan; Routine management and maintenance measures plan; Comprehensive management plan.

Safe and Civilized Operation Plan: Safety and civilization system; Facility and equipment safety inspections; Safety accident handling methods; Environmental protection measures.

Quality Assurance Measures Plan: Quality assurance measures; Quality management measures; Training and assessment measures; Complaint handling measures.

Emergency Measures Plan: Inspection work plan; Emergency plan for major holidays/events (tasks); Emergency plan for extreme weather and other unexpected events; Emergency repair (maintenance) plan.

Machinery and Equipment Input: Bidders shall invest reasonable machinery and equipment for this project.

Liability for Breach of Contract and Dispute Resolution:

Party A's Liability for Breach: If the purchaser fails to perform contract obligations or causes losses, it shall bear liability for breach and compensate.

Party B's Liability for Breach: If the supplier fails to perform contract obligations or causes losses, it shall bear liability for breach and compensate.

Dispute Resolution Methods: Negotiation, mediation, arbitration, or litigation in the competent people's court.
