Eligibility Criteria for Bidders: Must be an actual manufacturer located in India; must possess a valid IS:16444(Part-1) BIS License; must have supplied at least 49,746 single-phase smart meters conforming to IS:16444(Part-1) to any State Electricity Board/Utility in the last 10 years; must have an annual turnover exceeding INR 31 Crores in any of the last three financial years (2022-23, 2023-24, 2024-25); Consortium/Joint Venture bids or bids by agents are not acceptable; must submit Type Test Certificates for IS:16444 (Part-1), IS:15959(Part-1) and CBIP-325 standards, valid for five years.

Material Specifications: AC Single Phase Two Wire Smart Energy Meter; Current rating of 5-30 Amperes; Accuracy Class 1.0; Operating Voltage 240V (+20% to -40%); Frequency 50 Hz; Maximum Continuous Current 600% Ib; Starting Current 0.4% Ib; Bi-directional communication capability; Remote Connect/Disconnect Switch; Modular communication design.

Metering Parameters: Measures Active Energy, Apparent Energy, Demand (kW), Voltage, Current, Power Factor, Frequency; Time of Day (ToD) metering capability; Net metering capability; High Resolution Test mode.

Nameplate & Marking: Nameplate includes manufacturer, model, serial number, accuracy class, pulse constant, communication technology, purchase order number, QR code/barcode etc.; Must be printed with the unique Asset Identification Number specified by TNP DCL.

Scope of Services: Includes design, manufacture, inspection, testing, packing, transportation, delivery of smart meters to any designated godown within Tamil Nadu.

Contract Period: One year from the date of receipt of Letter of Acceptance.

Price: Fixed price valid for the entire contract period is required; Price shall be inclusive of ex-factory cost, packing, freight, insurance and shall separately indicate GST rate and amount; Quoted price should consider net cost after input tax credit.

Delivery Location: Any TNP DCL godown within Tamil Nadu.

Delivery Schedule: Delivery to commence one month after receipt of Purchase Order and be completed in monthly installments over the next 4 months; Supplier is responsible for unloading.

Inspection & Testing: Supplier to bear all costs for Type Tests and Routine Tests; Inspection by TNP DCL officials at factory is acceptable; 15 days advance notice required for readiness of inspection; Acceptance Tests and Routine Tests at supplier's factory; Random sampling tests may be conducted after receipt.

Liquidated Damages: 0.5% of the all-inclusive price per week for undelivered materials delayed, subject to a maximum of 10%.

Warranty Period: 66 months from the date of receipt of materials; For any defect found during warranty, supplier to replace/repair free of cost within 60 days of notice; For defective meters beyond 3% defect rate, 50% of meter cost will be charged.

Defect Liability: Supplier to bear all costs related to replacement, repair, transportation, insurance etc. for defective meters.

Payment Terms: 100% payment upon delivery of accepted materials batch-wise based on approved test reports and release instructions; Payment through NEFT/RTGS/Bank Transfer.

Performance Security: 5% of Purchase Order value to be submitted within 30 days of award (Irrevocable Bank Guarantee acceptable); Bank Guarantee validity to be maintained till 66 months after acceptance of the final lot.

Sample Requirements: 2 samples to be submitted to designated godown, one ultrasonically welded and one non-ultrasonically welded; Submit CMRI and BCS software & memory map; Samples must meet all hardware and software requirements.
