Project Name: Lube Modernization and Bottom Upgrade (LMBU) Project

Purchaser: Hindustan Petroleum Corporation Limited (HPCL)

Consultant/Procurement Management: Engineers India Limited (EIL)

Tender Type: Limited Domestic Competitive Bidding (Single Stage Two Envelope)

Bid Submission Method: Electronic bids must be submitted online through the Central Public Procurement Portal (CPPP). Bids submitted by any other means will not be accepted.

Bid Validity: 90 days from the bid submission deadline.

Project Scope: Supply of Gate Valves, Globe Valves, and Check Valves

Material Specifications & Item Information:

Valve Types: Gate Valve, Globe Valve, Check Valve

Size Range: Varies from 0.5 inches to 42 inches, covering multiple specifications.

Pressure Ratings: Class 150 to Class 2500, and 800lbs and 3000lbs.

Connection Types: Including Socket Weld (SW), Flanged (FLGD), Threaded (SCRF), etc.

Body Materials: Covering Cast Carbon Steel (ASTM A216 Gr.WCB), Forged Carbon Steel (ASTM A105), Stainless Steel (e.g., ASTM A182 Gr.F304/316/316L, ASTM A351 Gr.CF8/CF8M/CF3M), Alloy Steel, Bronze, and various other materials.

Special Service Requirements: Some valves must meet specific service conditions, such as: IBR (Indian Boiler Regulations), NACE MR0103 (Sour Service), Hydrogen (H2) Service, Low/Cryogenic Temperature, Steam, Caustic, Amine, Seawater, etc.

Operation Methods: Including manual, gear operated, with locking devices (Lock Open/Lock Closed), and extended stem.

Design & Manufacturing Standards: Adhering to international standards such as API 600, API 602, BS-1873, BS-1868, ASME B16.34, ASME B16.10, etc.

Detailed Quantity List: Contains over 240 line items with a large total quantity, detailing the valve type, specification, material, pressure rating, and required quantity for each item.

Delivery Location: Hindustan Petroleum Corporation Limited Mumbai Refinery

Delivery Time: Delivery within 270 days from the date of Letter of Award (LOA), on FOT Site basis.

Bid Evaluation & Award Method:

Evaluation Method: Evaluation based on the lowest cost for each line item.

Award Principle: Award based on the lowest cost, with possible split awards.

Price Negotiation: HPCL reserves the right to negotiate price with the Lowest Bidder (L1).

Procurement Preferences: Applicable Government Procurement Policy for Micro and Small Enterprises (MSEs) 2012, and Public Procurement (Preference to Make in India) Order (PPP-MII) 2017, applicable only to Class-I Local Suppliers.

Bidder Eligibility Requirements:

EIL/HPCL Registration: Bidders must be enlisted suppliers with EIL and/or the Owner (HPCL), and the quoted scope must be within their registered/enlisted scope.

Net Worth Requirement: The bidder's audited net worth for the previous financial year must be positive. Bidders with negative net worth (except owner-approved Public Sector Undertakings) will not be considered. Complete audited financial statements as of March 31, 2025, must be submitted.

Non-Responsive Conditions: Disqualification for corruption/fraudulent practices, collusion, poor past performance, being under liquidation/insolvency proceedings, being on holiday/negative/suspended/debarred lists, etc.

Conflict of Interest: Prohibition of multiple bids from associated firms for the same project/group.

Earnest Money Deposit (EMD): Not Applicable (NA). (For this limited tender)

Technical Specification Documents:

Technical Requirements: Must comply with standard specifications such as Valve Technical Specification (6-44-0052), Positive Material Identification Specification (6-81-0001), Inspection and Test Plan (6-81-0004), Quality System Requirements (6-78-0001), Documentation Requirements (6-78-0003), etc.

Additional Technical Requirements (ATR): Emphasizes that bids must strictly conform to specifications; no technical deviations are allowed. Lock Open/Lock Closed valves must be supplied with locking devices. Specific requirements are clarified for special material grades like "NAC6", "NAC7", "NAC4", and "H2".

Specific Drawing Requirements: Some valves with extended handles must be supplied as per designated EIL drawings (e.g., C068-261-81-45-44753).

Pre-Qualification Tests: Certificates for Fire Safe, Low Temperature, Fugitive Emission, etc., tests must be provided.

Payment Terms:

Main Equipment Supply:

95%: Payable after satisfactory receipt of material at site (HPCL designated warehouse) and submission of complete documents (dispatch note, invoice, packing list, etc.).

5%: Payable after receipt of all final/as-built drawings/documents/manuals certified by the inspection agency and uploaded to the EIL/HPCL portal.

GST Payment: 100% of GST amount payable upon receipt of GST invoice and proof of GST payment.

Bank Charges: Respective bank charges to be borne by respective parties.

Contract Terms:

Price: Quoted price shall be firm and inclusive of freight up to the designated delivery location and all taxes (except GST).

Price Variation: Price remains firm until contract completion, except for statutory changes in taxes/duties.

Price Adjustment: For delayed delivery, price will be reduced by 0.5% per week (maximum 5%).

Inspection: All supplied items are subject to inspection as per the Inspection and Test Plan (ITP) in the Purchase Requisition. Inspection may be conducted by EIL or a Third-Party Inspection Agency (TPIA).

Packing & Shipment: Proper packing is required for safe transportation. Partial deliveries are allowed but must follow the approved delivery schedule.

Warranty: Supplied items carry a comprehensive warranty against manufacturing defects for a period of 12 months after commissioning or 18 months after supply, whichever is earlier.

Dispute Resolution: Priority given to amicable settlement, failing which mediation as per HPCL's Mediation Rules 2019. Courts in Mumbai have exclusive jurisdiction.

Indian Government Procurement Policies:

Bidders from Countries Sharing Land Border with India: Bidders from countries sharing a land border with India must be registered with the competent authority to be eligible to bid. Relevant bidders and those under Technology Transfer (ToT) arrangements must submit requisite declarations and registration proof.

Domestically Manufactured Iron & Steel Products Policy (DMI&SP): Bidders must strictly comply and submit the respective self-certification form (Form-1) and declaration. Compliance is mandatory if the quoted value of a single item exceeds INR 5 Lakh.

Safety Requirements: The document includes detailed chapters from the Mumbai Refinery Safety Manual, stipulating strict work permit systems including Hot Work, Cold Work, Confined Space Entry, Work at Height, Electrical Isolation, etc. Bidders and their subcontractors must strictly adhere when working on site.
