Project Overview, Tender Scope, and Division of Lots (Packages): Project Overview: Guoneng Chongqing Power Plant Co., Ltd. (hereinafter referred to as Chongqing Power Plant) is located in the southern part of Chongqing, in the transitional mountainous area connecting the southern edge of the Sichuan Basin and the Yunnan-Guizhou Plateau. It borders Nanchuan City, Chongqing to the northeast, Guizhou Province to the southeast, and Qijiang County, Chongqing to the northwest, approximately 120km from downtown Chongqing. The plant site is located southwest of Wansheng District, west of Guanba Town, on the Wansheng side of the border between Qijiang County and Wansheng District. The site is about 2.5km west of Fuhuan Town, Qijiang County, about 4.5km east of Guanba Town, about 28km from Wansheng, and about 35km from Qijiang. Chongqing Power Plant has 2×660MW ultra-supercritical conventional coal-fired units, with flue gas desulfurization and denitrification facilities constructed simultaneously. The two units were officially put into operation in December 2022 and May 2023, respectively.
Tender Scope: According to the design drawings and requirements, add a set of startup boiler system for the 2×660MW units at Chongqing Power Plant, construct a new reinforced concrete boiler house of approximately 400m2 in area and 8m in height. To meet environmental assessment emission requirements, add 1 set of denitrification system; be responsible for all work including construction, supply, installation, commissioning, certification, and on-site technical services for 1 oil-fired startup boiler with rated evaporation capacity of 35t/h, feedwater temperature of 20℃, rated steam pressure of 1.25MPa, superheated steam temperature of 350℃; 1 horizontal oil tank of 40m3; and supporting equipment and facilities such as fans, water pumps, steel chimneys required for the startup boiler system as specified by the tenderee (including related disciplines such as civil works, thermal machinery, electrical, thermal control, and environmental protection). Construction Period: Planned from April 20, 2026, to November 30, 2026. The specific schedule is subject to the owner's notification. Project Location: Chongqing Power Plant, Guanba Town, Wansheng Economic and Technological Development Zone, Chongqing, at the location designated by the tenderee.
Bidder Qualification Requirements: The bidder must be an independent legal entity or other organization registered according to law and provide valid proof documents. The bidder must possess valid Power Engineering Construction General Contracting Grade II or above qualification certificate, Work Safety Permit, and valid Special Equipment Production License with the licensed sub-item including boiler installation (including repair, modification) (B). From March 2021 to the bid submission deadline, the bidder must have at least 2 contract performance records for boiler installation with rated steam flow of 35t/h or above, and provide scanned copies of contracts proving the performance requirements. The scanned copies must include at least the stamped pages of both buyer and seller, contract signing date, and key information pages related to the performance requirements. The proposed project manager must possess a valid Work Safety Assessment Certificate (Category B), and the proposed safety officer must possess a valid Work Safety Assessment Certificate (Category C). This project accepts consortium bids.
