To implement the major decisions and deployments of the Central Committee of the Communist Party of China and the State Council on achieving peak carbon and carbon neutrality, and to promote the improvement of the carbon emission statistical accounting system, we have formulated the "Guidelines for Accounting Non-Fossil Energy Electricity Consumption (Trial)," which are hereby issued to you for your implementation. Please carry out the relevant work accordingly. These Guidelines shall be implemented on a trial basis from the date of issuance and shall be used for accounting non-fossil energy electricity consumption for the year 2026 and subsequent years. If any issues or suggestions arise during the trial period, please promptly provide feedback to the NDRC and the NEA.
