Design documents should comprehensively present the subsoil user's production facilities, extraction and primary processing technological processes, mine workings, warehouses, rock storage and waste disposal facilities for subsoil resource utilization, as well as the technical means and resources of the mining enterprise. When preparing the plan, technical and technological parameters consistent with the conclusions of the state reserve evaluation, as well as other conclusions and recommendations, must be considered.
The rules came into effect on March 1, 2026, and the transition period will last until March 1, 2030. If the development object is part of a subsoil block or several parts of adjacent blocks, the design documents must include a deposit development strategy. The new rules are valid until 2032.
