The framework proposal was raised during a meeting of the Vision Group on Biotechnology (VGBT), chaired by Biocon founder Kiran Mazumdar-Shaw. Group members identified AI-driven biotechnology and biomanufacturing as key focus areas for the next phase of industry growth.
The state's IT/BT department stated in a release that the government is also studying ways to expand the use of artificial intelligence in drug discovery, diagnostics, genomics, precision medicine, and medical applications.

Mazumdar-Shaw noted in the statement that Karnataka has built a strong biotech ecosystem with the support of research institutions, industry, and startups, and the next phase of growth requires stronger support for translational research, commercialization, and scaling.
Members discussed the need to establish a state-level mechanism to support biotech enterprises at different development stages, while also strengthening collaboration with venture capital firms, strategic investors, and industry stakeholders to meet funding needs.
Biomanufacturing was also identified as a priority area, with discussions focusing on developing infrastructure to support industrial biotechnology, advanced therapies, and export-oriented growth.
IT/BT Secretary N Manjula stated that the government will continue to focus on strengthening the biotech value chain from research and innovation to entrepreneurship, manufacturing, and workforce development, with the core goal of creating a favorable ecosystem that supports innovation, attracts investment, and cultivates a future-ready workforce.
The meeting also discussed leveraging the Bengaluru Tech Summit 2026 to showcase biotech startups and attract domestic and global investment through investor engagement programs.
Other topics included regulatory and commercialization support for startups, marine biotechnology and coastal bioeconomy opportunities (including seaweed farming and bioenergy), biotech infrastructure development, and skill training programs for the sector.
