Highland Council Announces Plans for New Primary School, Construction Expected to Start in May 2027

If approved, construction will commence in May 2027. The project is being delivered by The Highland Council in partnership with hub North Scotland, with Robertson Construction leading the construction work.

Tornagrain School is one of ten school development projects currently being advanced by The Highland Council, following the recent opening of the Tain Campus. This campus brings together Tain Royal Academy, Tain Primary School, and St Duthus School on a single shared site. The school project is part of the Highland Investment Programme, a 20-year, £2.1 billion capital investment aimed at improving schools, roads, and local infrastructure across the region, funded through borrowing and a 2% ring-fenced allocation from council tax revenues.

The new school will form part of a community service point, designed to bring education and other services together in modern, locally accessible community hubs. The Highland Council plans to submit a planning application in late summer this year. To gather public feedback, local residents are invited to attend a pre-application consultation event on July 1st from 2:00 PM to 7:00 PM at the Tornagrain Community Association's activity room on Mid Coul Road, where they can learn about the proposal details and share their views.

Councillor John Finlayson, Chair of The Highland Council's Education Committee, stated that the proposal will deliver a modern school at the heart of a growing community, reflecting the council's commitment to providing high-quality learning environments. The school is funded by The Highland Council and was approved in May 2024 as part of the Highland Investment Programme. It will accommodate up to 225 primary pupils and 72 nursery children, with approximately 32 staff members.

Located north of Hillhead Road at the end of School Road, the facility will feature eight classrooms and dedicated early years facilities, with a strong emphasis on inclusivity. The carefully planned layout and connections to outdoor spaces are designed to create a calm and inspiring environment for children, staff, and the community. The site also allows for future expansion to accommodate Tornagrain's continued growth.
