This procurement project is the annual sand and gravel procurement of Jiangxi Zhenhao Construction Co., Ltd., covering various sand and gravel materials required for the company's annual production and construction, including multiple categories of river sand, pebbles, and crushed materials. It also specifies tiered pricing standards and transportation adjustment rules. All listed unit prices are tax-inclusive, including loading and unloading fees, transportation costs, and 13% tax.

The detailed tax-inclusive unit prices for the proposed procurement are as follows: Wan'an River Sand (direct supply from Wan'an) at 126.5 yuan/ton; Wan'an River Sand (supply from sales points) at 135.5 yuan/ton; Taihe River Sand (direct supply from Taihe) at 140 yuan/ton; Ganzhou River Sand (direct supply from Ganzhou) at 145 yuan/ton; Wan'an Pebbles and Crushed Materials (direct supply from Wan'an) at 86 yuan/ton; Wan'an Pebbles and Crushed Materials (supply from sales points) at 95 yuan/ton. If the transportation distance exceeds the sand and gravel sales point, the unit price increases by 0.5 yuan/ton for each additional kilometer.

According to the relevant provisions of Suifubanzi [2021] No. 10, "Notice of the Suichuan County People's Government Office on Further Standardizing the Unified Operation and Management of River Sand and Gravel Resources," sand and gravel sourced from rivers within Suichuan County, as well as those allocated from other counties to this county, shall be exclusively operated by the county's state-owned sand and gravel company. Suichuan County Anlan Mining Development Co., Ltd. is the only business entity in the county with qualifications for processing and selling sand and gravel raw materials and finished products. The supplier for this sand and gravel procurement project is unique and irreplaceable. In accordance with Article 31, Clause 1 of the "Government Procurement Law of the People's Republic of China," this project meets the conditions for single-source procurement.
