en.Wedoany.com Reported - The Korea Mobile Virtual Network Operators Association (한국알뜰통신사업자협회) has appointed Yang Hwan-jeong, former president of ICT Polytechnic University, as its executive vice chairman.
Yang Hwan-jeong graduated from Seoul National University's College of Law and entered public service in 1990 after passing the 33rd civil service examination. He served in the Ministry of Information and Communication, the Korea Communications Commission, and the Ministry of Science and ICT, holding positions such as Director of the Telecommunications Utilization System Division, Director General of Telecommunications Policy, and Director General of the Information and Communications Policy Office. He is a seasoned bureaucrat.
Yang Hwan-jeong is recognized as a figure who laid the foundation for the mobile virtual network operator (MVNO, Korean name: 알뜰폰) system. Starting from his time as a junior officer, he was responsible for revising the Telecommunications Business Act, and as a director, he personally formulated the "Telecommunications Regulatory Roadmap" aimed at introducing MVNOs.
During his tenure as director general, Yang personally directed practical measures such as lowering wholesale telecommunications prices and reducing radio wave usage fees, laying the groundwork for the development of the MVNO market.

After retiring from public office, Yang Hwan-jeong served as executive vice chairman of the Korea Association for ICT Promotion (KAIT), demonstrating his management capabilities through the association's rapid growth. Until recently, he served as president of ICT Polytechnic University, focusing on nurturing future talent.
Yang Hwan-jeong stated that he will strengthen the competitiveness of the MVNO industry and drive industrial upgrading to secure customer trust, striving to make MVNOs a pillar of the telecommunications industry on par with MNOs. He plans to expand policy cooperation with the government, strengthen support and collaboration for requests, and make substantive contributions to the healthy development of member companies.
Yang also expressed his commitment to exploring the association's own revenue-generating projects to improve financial independence.
An association official stated that Yang Hwan-jeong is an expert with extensive experience ranging from policy formulation to implementation, and is the right person to strengthen the competitiveness of the MVNO industry and represent the interests of member companies in a rapidly changing telecommunications environment.
