en.Wedoany.com Reported - The Government of the Russian Federation has authorized the Presidium of the Government Commission on Digital Development to coordinate the powers of executive authorities of federal subjects in the development and implementation of regional digital transformation projects.
The Subcommittee on Key Digital Transformation Projects in the Economic, Social Spheres and Public Administration, under the Government Commission on Digital Development, has been authorized to approve methodological documents concerning the development and implementation of regional digital transformation projects by executive authorities of federal subjects. Starting September 1, 2026, this subcommittee will have the authority to approve the passport form for regional digital transformation projects, the list of project indicators, recommendations for calculating indicator methodologies, as well as recommendations for compiling a rapid ranking of performance and results indicators for deputy heads of senior officials of federal subjects responsible for digital transformation (heads of the highest executive bodies of Russian Federation subjects), and may make other decisions necessary for effectively coordinating the work of executive authorities of federal subjects in this area.
The signed decree comes into effect on September 1, 2026. At the same time, the decree strengthens oversight of state information system operators regarding compliance with relevant requirements.
Previously, the Russian Ministry of Digital Development (Минцифры) explained that the law requires information systems not to use databases and technical equipment located outside the Russian Federation that are not part of such systems. Federal Law No. 568-FZ of December 29, 2025, "On Amendments to the Federal Law 'On Information, Information Technologies, and Information Protection'" expanded these provisions. Starting September 1, 2026, in addition to state information system operators, these requirements will also apply to operators of other information systems of state authorities.
Consequently, the decree approves compliance control rules, the oversight targets of which include operators of state information systems, operators of other information systems of state authorities, operators of municipal information systems, and operators of information systems of legal entities procuring under Federal Law No. 223-FZ of July 18, 2011, ensuring that when operating the aforementioned systems, they do not use databases and technical equipment located outside the Russian Federation.
The decree also stipulates that the federal state information system for informatization coordination is used by the Subcommittee on Key Digital Transformation Projects in the Economic, Social Spheres and Public Administration when developing and approving the list of particularly important projects.
