Vietnam Advances Development of 600 GW Offshore Wind Power Potential

en.Wedoany.com Reported - Vietnam regards offshore wind power as a new growth driver for the development of modern marine industries and the realization of its goal to become a strong maritime nation. Resolution No. 36, issued by the 12th Central Committee of the Communist Party of Vietnam on October 22, 2018, established a sustainable development direction for the marine economy based on science, technology, innovation, and green growth, prioritizing modern, high-value-added, and environmentally friendly marine economic sectors. Offshore wind power has been assessed as a field with significant development potential in this regard.

Vietnam boasts a coastline of over 3,260 kilometers, with stable wind speeds in the southern coastal areas and the Mekong Delta region. International studies estimate its offshore wind power technical potential at approximately 600 GW. The country has already established an industrial foundation in shipbuilding, steel structures, mechanical manufacturing, marine engineering, and offshore oil and gas services, creating conditions for deep participation in the offshore wind power value chain. Purvin Patel, President of Vestas Asia Pacific, stated that with its industrial base, geographical location, and technical human resources, Vietnam possesses numerous advantages in developing the offshore wind power supply chain. International groups are focusing on stable policies and long-term project lists to confidently invest, transfer technology, and develop the supply chain.

Deputy Minister of Industry and Trade Nguyen Hoang Long stated that the ministry is coordinating with relevant ministries and agencies to perfect the legal framework and mechanisms for offshore wind power development, promoting localization in areas such as mechanical equipment components, wind towers, submarine cables, and technical services. The goal is not only to develop clean electricity but also to form a domestic supply chain, upgrade port infrastructure, and create high-skilled jobs. The adjustment of Vietnam's Eighth Power Plan and the promulgation of implementing regulations for the Electricity Law are providing a legal basis for the market. However, enterprises remain highly concerned about the stability and predictability of policies, particularly regarding mechanisms for investor selection, sea area allocation, electricity purchase and sale, and transmission network investment.

Chairman of the Vietnam Oil and Gas Association Nguyen Quoc Thap stated that the guidelines of Resolution No. 36 on offshore wind power need to be concretized as soon as possible to remove obstacles in investment preparation. He believes that once barriers in institutions, infrastructure, and organizational implementation are resolved, offshore wind power will inject development momentum into industries such as machinery, shipbuilding, and logistics, enhance technical capabilities, and open up new development space for Vietnam's marine industry.
