The signing ceremony was presided over by Minister Aldo Prieto Barrera, with the agreement jointly signed by ProInversión Executive Chairman Luis Del Carpio Castro and ATU Executive Chairman David Hernández. The agreement establishes rules for technical, financial, and management cooperation to advance specialized studies under the Public-Private Partnership (PPP) model.

Minister Aldo Prieto Barrera emphasized: "What we are signing is not just an agreement: it represents a national decision aimed at accelerating the construction of a mass transit network that will change the lives of millions of Peruvians. This early coordination will help reduce risks, optimize resources, and expedite the execution of this long-awaited project for the country."

The signing of this document marks the commencement of technical studies and preparatory work. During this critical phase, materials required for the PPP evaluation report will be prepared, key technical challenges will be identified, and strategies for addressing land and interference issues before construction begins will be developed.
