The legislation took effect at midnight on June 10, 2026, and is considered one of the most significant federal housing packages in decades. Noerena Limón, CEO of the Casita Coalition, stated that this law reflects a growing bipartisan recognition that solving America's housing affordability crisis requires making it easier for homeowners and communities to create more housing.
A landmark reform in the bill involves financing for Accessory Dwelling Units (ADUs). This provision expands second-lien financing opportunities for ADUs, allowing more homeowners to build additional housing without refinancing, thereby preserving their historically low-rate first mortgages. Additionally, the bill removes outdated federal barriers affecting manufactured housing and advances financing and regulatory improvements that support modular and off-site housing construction.
California's experience has provided support for federal reform. Since 2017, California has approved over 144,000 ADUs, transforming them into one of the fastest-growing sources of new housing in the state. Dan Hardcastle, Vice Chair of the Casita Coalition Board of Directors, noted that many homeowners with low-rate mortgages previously faced difficult choices, and the new financing provisions could unlock thousands of additional housing units.
The bill also makes significant reforms to manufactured housing by eliminating the permanent chassis requirement. Katherine Peoples, Chair of the Casita Coalition Board of Directors, believes this is the result of bipartisan consensus around the shared goal of making homebuilding easier.
The Casita Coalition stated that while the bill's signing is a historic milestone, its ultimate success will depend on implementation. The organization will continue to work with federal agencies, financial institutions, and industry partners to advance the legislation's rollout and identify subsequent reforms.
