It is estimated that by then, the proportion of new energy vehicles in the province's vehicle fleet will increase from 23.75% in 2025 to 45%. Hainan will become China's first province to stop selling fuel vehicles.
The Plan proposes to create a green transportation brand for the Hainan Free Trade Port. It aims to steadily advance the ban on fuel vehicle sales by 2030. By 2030, the proportion of clean energy in new and replacement vehicles (except for special purposes) in the province's public service and social operation sectors, as well as the proportion of new energy in new and replacement vehicles in the private vehicle sector, will reach 100%, with the vehicle-to-charger ratio maintained below 2.5:1. At the same time, Hainan will orderly promote the demonstration and application of fuel cell vehicles in heavy trucks, cold chain logistics, and public transportation, explore the construction of a zero-carbon freight corridor for outbound cargo, and actively promote the demonstration and application of green marine fuels such as biodiesel, green ammonia, and green methanol.
According to the quantitative targets set in the Plan, it is expected that the proportion of new energy vehicles in Hainan's vehicle fleet will increase from 23.75% in 2025 to 45% by the end of the 15th Five-Year Plan period.
