en.Wedoany.com Reported - A historic building redevelopment project near the Victoria Viaduct in Carlisle, UK, has recently received planning approval to be converted into managed student accommodation comprising 95 rooms.
The project was previously delayed due to nutrient neutrality requirements in the Eden River Special Area of Conservation catchment. In 2024, Engage Property, in collaboration with Through the Woods Architecture & Development Services, submitted a planning application to convert the former showroom, restaurant, warehouse, and mill spaces. BB Heritage Studio also provided consultancy for the project.
The Through the Woods team resolved the nutrient neutrality constraint through an updated assessment and on-site mitigation measures approved by Natural England. The consultant also optimized the accommodation mix and ancillary facilities while addressing heritage conservation issues. The final plan resulted in a layout of 95 student rooms, more evenly distributed across three buildings. The roof connecting the buildings will be replaced, the rear courtyard redeveloped, and an external chimney staircase added.
The buildings involved in the planning include Victory House facing the Victoria Viaduct, the connecting building along Backhouses Walk, and Caledonian Mill. Caledonian Mill, a Grade II listed building constructed in the 1840s, was originally an oat mill. Victory House was built in the 1870s for municipal offices, and the connecting building linked the two in the early 20th century. The planning documents outline proposals to retain and restore heritage features and replace more modern windows. The ground floor of Victory House will house commercial space, with student rooms on the upper floors; the connecting building will feature student studios on all levels; and Caledonian Mill will have four historic windows reopened.
The project integrates 95 high-quality student rooms with retained commercial use, restoring and reactivating Victory House, transforming the connecting building into an auxiliary link providing better accommodation, and preserving Caledonian Mill through careful restoration and minimal intervention.
