The laboratory is led by the National Energy Group Ningxia Coal Industry Company and is the first national-level quality standards laboratory in China's coal and coal chemical sector.

After more than two decades of large-scale development, China's coal-to-liquids and chemical industry has formed the world's largest and most comprehensive modern coal-to-liquids and chemical industrial cluster. The production capacities of core products such as coal-to-liquids, coal-to-olefins, and coal-to-ethylene glycol have all firmly ranked first globally. However, alongside the rapid expansion of the industry, prominent issues have become increasingly evident, including an incomplete industry standard system, a lack of unified quality control norms, unclear indicators for high-end products, no quantitative basis for low-carbon efficiency, and poor integration between old and new standards. The establishment of the laboratory will effectively fill the gaps in the quality standards system and provide core support for the high-quality development of the industry.
As the lead unit for the National Coal-to-Liquids and Chemical Quality Standards Laboratory, the 4 million tons/year coal indirect liquefaction project of the National Energy Group Ningxia Coal Industry Company is the world's largest single-unit capacity coal-to-liquids project. The localization rate of its process equipment reaches 99%, and it has achieved 37 major breakthroughs in domestic technological equipment. As a result, China has become the only country in the world with independent intellectual property rights for complete industrial technologies for both direct and indirect coal liquefaction.
