Russian State Seaport Management Company Completes Domestic Migration of Document System for 2,300 Users

en.Wedoany.com Reported - The Russian State Seaport Management Company (ФГУП «Росморпорт»), in cooperation with Digital Design (ЗАО «Диджитал Дизайн»), has completed a project to migrate the Unified Industry Electronic Document Flow System (ЕОСЭД) to domestic software, in line with the methodological recommendations of the Russian Ministry of Digital Development on transitioning to domestic software.

Operational since 2018, the ЕОСЭД has become the digital core for most sea and river transport organizations under the Federal Agency for Maritime and River Transport. Built on the Docsvision platform and the "Priority" («Приоритет») document management platform, the system integrates over 40 enterprises and organizations, including branches of the Russian State Seaport Management Company, the Federal Agency for Maritime and River Transport, and its subordinate bodies. It establishes unified document processing rules, covering legally significant electronic exchanges, as well as the issuance and monitoring of instructions. Sergey Simonov (Сергей Симонов), Deputy General Director for Corporate Information Technology and Digital Transformation at the Russian State Seaport Management Company, stated that the project aimed to eliminate risks associated with dependence on foreign components. The project team completed the migration without loss of functionality or degradation of solution performance, enabling the system to operate on a fully domestic technology stack, thereby ensuring technological independence.

The primary task of the migration was to replace the technical foundation without disrupting workflows and while maintaining the existing functionality for over 2,300 users. The work, carried out under a competitive contract, included: migrating the database from Microsoft SQL to PostgreSQL; updating the server infrastructure and transitioning to a domestic operating system; integrating office editors based on the R7-Office platform («Р7-Офис») into the system's web client, enabling direct document editing within the browser; and adapting mobile workstations for managers, allowing them to process documents and instructions on Kvadra_T tablets running the domestic operating system "Aurora" («Аврора»). The migration was carried out in multiple stages, covering preparation, configuration, final testing, and commercial operation, with the solution's performance level maintained at each stage. Sergey Derbenkov (Сергей Дербенков), head of the Priority document management platform at Digital Design, noted that balancing technological updates with workflow continuity was key to the project. This approach allowed the solution to adapt to domestic software operation without altering the user's work logic and preserved the system's capacity for future development. Following the migration, Digital Design continues to provide technical support and solution development.
