The manufacturing sector stands to benefit significantly in areas such as the research and development of new national fitness facilities and equipment, the creation of trendy domestic sports products and brands, and the ice and snow economy.
Accelerated Development of New National Fitness Facilities and Equipment
The Plan proposes "encouraging manufacturing enterprises to research and develop new national fitness facilities and equipment."
In recent years, multiple departments have intensified efforts to lay out the entire chain of sports equipment manufacturing development, continuously supporting enterprises in researching and developing new national fitness facilities and equipment, and introducing a combination of policy measures.
Notably, the Ministry of Industry and Information Technology and the General Administration of Sport of China have jointly launched the 2026 collection of typical smart sports cases. Focusing on 11 directions within key areas such as national fitness, competitive sports, sports facilities, integration of sports and health/tourism, and smart campus sports, the initiative aims to collect and select a batch of typical smart sports products, facilities, equipment, and integrated application solutions that are technologically advanced, effective, and scalable. It also encourages local authorities to provide support to selected cases in terms of related supporting funds, projects, investment, and financing, creating favorable development conditions for the selected entities.
Vigorously Building Trendy Domestic Sports Products and Brands
The Plan proposes "enhancing the independent research and development and technological innovation capabilities of sports goods manufacturing enterprises, and creating a batch of trendy domestic sports products and brands with technological content."
In recent years, the Ministry of Industry and Information Technology has leveraged the "Three Products" initiative in the consumer goods industry as a starting point, guiding sports manufacturing enterprises to strengthen technological innovation, delve into the cultural connotations of the "Guochao" (Chinese trend) trend, and continuously enhance the technological content and quality competitiveness of sports products.
A classified system for China's consumer goods brands is being built. For tracks such as sports shoes and apparel, three categories of local sports brands—historical classics, contemporary quality products, and trendy newcomers—are being identified. After comprehensive evaluation, they will be included in the China Consumer Goods Brand List for centralized promotion. Efforts to accelerate cultural empowerment of consumer goods are underway. The organic integration of modern design and traditional culture is being strengthened, promoting the deep integration of cultural elements such as "Guochao," "Guoman" (Chinese animation), "Guofeng" (Chinese style), and "Guocui" (Chinese essence) with the sports industry, and supporting the innovative development of cultural products and the design and creation of cultural spaces.
Growing Market for Ice and Snow Equipment and Gear
The Plan proposes "promoting high-level, coordinated, and integrated development of the main industrial chains of the ice and snow economy."
Ice and snow equipment and gear are the core support of the ice and snow economy and a key carrier for linking the integrated development of ice and snow sports, ice and snow cultural tourism, and ice and snow consumption. In recent years, to meet the urgent needs for hosting and participating in the Beijing Winter Olympics and Paralympics, China has guided and supported manufacturing enterprises, research institutions, and sports departments to form consortia in key areas such as competition equipment and gear and clothing, training equipment and systems, medical rehabilitation equipment, event-hosting equipment and gear, and maintenance support equipment. Adopting a "leader selection" mechanism and integrating domestic and international innovation resources, a batch of urgently needed ice and snow equipment and gear has been developed, effectively meeting training and competition preparation needs.
