An expert panel comprising representatives from Tianjin Cement Industry Design and Research Institute, China Center for Information Industry Development, Chinese Research Academy of Environmental Sciences, National Center for Energy Conservation and Carbon Reduction, National Institute of Metrology, Hefei Cement Research and Design Institute, BBMG Jidong Cement Group, and Tianshan Materials Co., Ltd. conducted a comprehensive review and confirmed that the country's first provincial-level online monitoring platform for cement clinker output passed acceptance. The expert panel also conducted on-site visits to Huaxin Yangxin Company to verify data collection and real-time dashboard systems, unanimously recognizing the platform's scientific rigor and practical value.
More than 100 participants attended the exchange conference, including leaders and relevant officials from the Ministry of Industry and Information Technology, the China Building Materials Federation, industrial authorities from multiple provinces and cities nationwide, local industry associations, key cement enterprises, and scientific research and metrology institutions. A representative from Huaxin Building Materials Group shared experience from the pilot construction case, noting that the Group participated deeply throughout the entire pilot process, providing full-process support to facilitate precise capacity management and green, low-carbon transformation in the cement industry.
Participants engaged in discussions and exchanges on platform construction and promotion pathways. Hubei's collaborative model of "government guidance + association leadership + metrology support + enterprise implementation" received widespread recognition. Du Ping, Vice President of Huaxin Building Materials Group, stated on-site that implementing capacity control and maintaining a fair market environment are the due responsibilities of leading enterprises. Going forward, Huaxin will continue to deepen digital monitoring applications, strictly uphold capacity red lines, summarize replicable practical experience, and cooperate with industry authorities to improve the monitoring system, contributing to standardized capacity governance and high-quality green development of the national cement industry.
Cement is a foundational industry of the national economy and a key area of carbon emissions. The authenticity and reliability of clinker output data serve as the core foundation for regulating capacity and conducting fair carbon verification. To implement the Ministry of Industry and Information Technology's capacity governance deployments, under the guidance of the China Building Materials Federation and the Department of Economy and Information Technology of Hubei Province, the Provincial Building Materials Federation and the Provincial Institute of Metrology and Testing jointly took the lead in building the cement clinker output online monitoring platform, based on association standards and provincial-level local metrology specifications. The platform commenced trial operation in October 2025 and currently covers 20 kiln lines across 16 enterprises in the province, with data error controlled within 5% and a data upload rate exceeding 96%, ensuring stable and reliable metrology.
The implementation of this monitoring platform will drive transformation in the industry's regulatory model. On the regulatory side, it shifts from post-hoc penalties to real-time monitoring throughout the entire process and precise law enforcement; the carbon market can obtain authoritative metrology data support; enterprises can reduce manual accounting costs and avoid overproduction risks; and third-party verification institutions can upgrade from reviewing paper reports to verifying real-time data.
As the core supporting enterprise of this pilot, Huaxin Building Materials Group proactively assumed industry responsibility and cooperated comprehensively in the pilot implementation. The company established a dedicated technical team and participated throughout the entire process of pilot scheme discussion and optimization, with all 10 production units in its Hubei region completing system integration. On the production side, the company actively installed equipment, conducted joint commissioning tests, overcame multiple technical challenges, and continuously delivered stable and consistent real production data, providing a complete application scenario for monitoring system validation. The enterprise strictly adheres to the requirement of "organizing production according to filed capacity," using digital monitoring tools to firmly uphold the bottom line of compliant operations.
