Romania's Energy Ministry Releases Draft Offshore Wind Concession Areas, Planning 11.5 GW

en.Wedoany.com Reported - Romania's Energy Ministry recently released a draft offshore wind development plan, proposing designated concession areas with a total potential installed capacity of approximately 11.5 GW. The draft plans a phased approach, with the first phase comprising three areas totaling 3.1 GW, which will be the first to launch tenders, corresponding to the targets set in the country's "2025-2035 Energy Strategy."

The Ministry stated that the delineation of the proposed concession areas is based on a comprehensive assessment of wind energy resources, maritime spatial planning, grid connection conditions, and potential interactions with other marine users, with the assessment scope also covering factors such as shipping routes, military activities, fisheries, biodiversity, and existing offshore oil and gas infrastructure.

If the draft is approved by the government, it will lay the foundation for launching competitive concession procedures for offshore wind. However, the inclusion of an area in the draft list does not mean automatic development rights; each project must still undergo concession award, permitting, and environmental impact assessment procedures.
