The Romanian Energy Regulatory Authority (ANRE) has issued the construction permit for the solar project, with the planned capacity increased compared to earlier designs due to technological advancements and optimization.
The Dama Solar project, located in the communes of Grăniceri and Pilu, spans over 1,064 hectares and targets commercial operation by 2028. Once operational, it will become the largest photovoltaic plant in the European Union (EU), with construction expected to commence after financial close. The project is supported by two contracts awarded to Rezolv by Romania's Ministry of Energy in the country's second Contracts for Difference (CfDs) auction in 2025. Rezolv also plans to install a large-scale Battery Energy Storage System (BESS) adjacent to the photovoltaic plant. The project will include an 82-hectare nature reserve, which Rezolv states will be one of the largest private-led nature restoration initiatives associated with a solar project in Southeast Europe.
Rezolv is currently advancing financing and procurement, with financial close expected shortly. The project was acquired from Monsson Group in 2022, when the company anticipated installing 1.6 million solar panels with an average annual generation of 1,500GWh. Rezolv Energy was founded by Actis in July 2022, with Mubadala participating as a co-investor, to develop renewable energy projects in Central and Southeast Europe. Headquartered in Prague, the company's portfolio spans solar and wind energy, including the 225MW St. George Solar Park in Bulgaria and two wind projects in Romania.
In other Romanian developments, Israel-based independent power producer (IPP) Econergy Renewable Energy has connected its 59MW Iancu Jianu photovoltaic project to the country's grid. The project marks Econergy's fifth grid connection in Romania, bringing its connected and pending-connected capacity in the country to 743MW, with an additional 861MW under construction. The company plans to gradually increase electricity delivery. Econergy is also developing a 35MW/70MWh battery energy storage system at Iancu Jianu, expected to be connected to the grid in the second quarter of 2027. The storage system is part of Econergy's broader strategy of pairing storage with solar projects, aiming to generate additional revenue from grid balancing, price arbitrage, and peak demand response.
Econergy operates across Romania, Italy, Poland, the UK, Germany, Spain, and Greece, with a project pipeline exceeding 12.5GW. Beyond Romania, its portfolio includes a 52MW operational solar project in Poland and approximately 20MW of operational solar capacity in Italy, with larger development pipelines in both markets. Last year, Econergy agreed to acquire a 100% stake in Romania's 155MW Ratesti solar project from Nofar Energy through its subsidiary Econergy International, in a transaction valued at €45.6 million ($52.5 million).
