Wenchang, China accelerates the development of an aerospace industry cluster, striving to realize "Made in Wenchang, Launched from Wenchang"

Reporters learned at the conference that in the next five years, Wenchang will anchor its mission to build a strong aerospace nation, fully commit to constructing a world-class aerospace science and technology city, form a globally influential aerospace industry cluster, and accelerate the realization of "Made in Wenchang, Launched from Wenchang."

Cao Shuyu, Deputy Secretary of the Wenchang Municipal Party Committee and Mayor of Wenchang, stated at the press conference that during the "15th Five-Year Plan" period, Wenchang will focus on ensuring the implementation of three major national strategic projects: the "Hundred Rockets, Thousand Satellites" program, the "Mengzhou Lunar Exploration" program, and the "Long March 9 Quest for the Heavens" program. These are the core missions entrusted to Wenchang by the nation and represent a historic window of opportunity for the aerospace city to "strive for the heavens."

Yuan Shiying, Deputy Director of the Wenchang International Aerospace City Administration Bureau, stated that Wenchang is making every effort to enhance its launch and manufacturing capabilities. At present, Launch Pads 1 and 2 of the commercial launch site have achieved normalized operations, the satellite super factory has entered trial production, and the maritime recovery platform and tracking, telemetry, and command (TT&C) systems are under accelerated construction. By the end of this year, the new Launch Pads 3 and 4 will be ready for launch capability, and the first satellite from the satellite super factory will roll off the production line simultaneously. Major rocket supply chain projects, including those by China Commercial Rocket, Kuaizhou Aerospace, Tianbing Technology, and Jianyuan Technology, have commenced construction one after another. By continuously improving supporting projects such as transport roads and shipping docks, Wenchang will accelerate the formation of high-density, high-reliability, and low-cost commercial launch capabilities, efficiently supporting the "Hundred Rockets, Thousand Satellites" mission.

Meanwhile, driven by the commencement of construction of the Hainan New Area of the China Academy of Launch Vehicle Technology and the successful grid-recovery of the Long March 10B rocket, Wenchang will provide precise services to chain-leading enterprises, target the attraction of upstream and downstream supporting industries such as core components and additive manufacturing, and accelerate the realization of "Made in Wenchang, Launched from Wenchang." Leveraging the first one-stop commercial aerospace satellite data processing and trade zone, Wenchang will expand new business formats such as cross-border data flows and aerospace product trade, promote the implementation of more "first orders" and "first cases," and strive to achieve by 2035 the goal of "Wenchang aerospace professionals launching satellites made in Wenchang using rockets manufactured in Wenchang from the two launch sites in Wenchang."

Wenchang will fully support the two launch sites and the three major national projects, prepare two key plans for the aerospace city to high standards, and vigorously promote five major key projects each with investments exceeding 10 billion yuan. Policy dividends will also be intensified—fully utilizing "zero tariffs" to reduce enterprise equipment import costs, leveraging "low tax rates" to attract headquarters to relocate, and employing institutional opening-up advantages to develop new business formats such as bonded maintenance of spacecraft, international commercial launch insurance and arbitration, and international trade in aerospace data, thereby effectively transforming the policy advantages of the free trade port into industrial competitive advantages.

The press conference also noted that the newly established Hainan Aerospace Group is positioned as the comprehensive implementation entity for undertaking major national missions and infrastructure construction, as well as the core service entity for cultivating the commercial aerospace industry cluster. In the future, it will focus on "driving industry development through the launch site" to strengthen and optimize the core aerospace business, increase R&D investment to promote technological self-reliance and self-improvement, accelerate park development as an industry-city integration platform, and leverage the opening-up advantages of the free trade port to build an international cooperation window, striving to become a world-class enterprise with national and global influence by 2035.

As the core carrier for commercial aerospace development, the Hainan Commercial Space Launch Site will continue to make strides during the "15th Five-Year Plan" period. Hainan International Commercial Space Launch Co., Ltd. will accelerate the construction of the new-generation universal Launch Pads 3 and 4 and the maritime recovery system for reusable rockets, address shortcomings in TT&C capabilities, and build a full-chain hardware system encompassing "launch + recovery + TT&C." At the same time, it will optimize launch and test procedures, enhance the level of intelligent unattended operation of subsystems, and achieve high-density, flight-like launch operations.

Aerospace cultural tourism is also a distinctive advantage of Wenchang. Wenchang has set its sights on the goal of becoming the "Capital of Aerospace Tourism," and will coordinate aerospace, coastal, and overseas Chinese hometown resources to build a spatial framework of "One Center, Three Axes, Industry-City-Tourism Integration" around the Bamen Bay area, promoting the transformation of aerospace cultural tourism from a "node economy" to a "comprehensive experience economy." Specific measures include building an aerospace theme park, establishing industrial research and study bases, improving viewing and ceremony supporting facilities, planning themed tourism routes, and establishing an aerospace tourism platform company for unified operation and management.
