Spanish Municipality of Moguer Tenders €8.84 Million Municipal PPA Project
en.Wedoany.com Reported - The City Council of Moguer (Huelva) has launched a tender for an integrated contract that combines power purchase agreement (PPA) electricity supply, technical assistance for project drafting, photovoltaic system installation, and the creation of a municipal energy community within a single project. The budget is €8.84 million, with a bid submission deadline of September 14, using an open procedure with ordinary processing.

The tender documents establish a municipal PPA under which the winning bidder will supply electricity to 71 consumption points of the City Council, integrating photovoltaic generation, collective self-consumption, and compensation for surplus energy. The minimum price for surplus energy is €0.03/kWh, with the installation operating under a simplified compensation mechanism.
Regarding the installation works, the documents specify a minimum power of 220 kWp and a maximum allowable power of 240 kWp. The winning bidder must guarantee that between 70% and 95% of the annual self-consumed energy (359,893 kWh) during solar hours is absorbed by the municipal supply, in order to minimize curtailment and optimize the generation curve. The contract requires the implementation of an energy management system capable of balancing energy in real time, allocating surplus energy, recording consumption, and operating virtual batteries to maximize compensation for variable demand-based supply.
The facilities will be located on municipal rooftops and must avoid conflicts with existing infrastructure. The winning bidder is obliged to assist in the temporary removal of existing elements that obstruct the installation, including disconnection, dismantling, and reinstallation, without additional administrative costs except in cases caused by negligence.
The rooftop proposals must include a technical report demonstrating structural load-bearing capacity in accordance with the Basic Documents of the Technical Building Code, particularly DB-SE, DB-AE, and DB-SI. The contract also requires a detailed analysis of the service overloads that the photovoltaic installation will generate, as well as the definition of maintenance access routes for each rooftop to ensure the operability of existing facilities.
This contract does not include additional funding from the European Union; the financial structure relies entirely on the winning bidder and the municipal budget.
