First 7.6 km Section of Peru's New Central Highway Receives Environmental Approval
en.Wedoany.com Reported - Recently, Peru's National Environmental Certification Service for Sustainable Investments (SENACE) approved the detailed Environmental Impact Assessment (EIA-d) for the first section of the "Daniel Alcides Carrión New Central Highway" and granted environmental certification through Resolution No. 00089-2026-SENACE-PE/DEIN. The approved scope covers approximately 7.6 kilometers, connecting Lurigancho, Ate, and Cieneguilla in Lima, with implementation led by Provías Nacional. The relevant EIA-d was submitted on December 31, 2025.

The first section consists of the Pariachi Tunnel and Interchange No. 1, with the tunnel measuring approximately 6.15 kilometers in length and the interchange and associated roads approximately 1.129 kilometers. The Pariachi Tunnel is planned as two parallel tubes, each with two lanes, at an average underground depth of approximately 300 meters, equipped with ventilation, lighting, fire protection, drainage, video surveillance systems, and 28 emergency evacuation cross-passages.
As of August 24, pre-construction preparations for the first section of the project are still underway, with the relocation of pipelines and other utilities being carried out in the Ate area. Previously, Provías Nacional had advanced land acquisition for the Pariachi Tunnel entrance, completing the purchase and compensation of an affected urban plot in Ate in June this year. The latest project documents identify the construction of the Pariachi Tunnel and Interchange No. 1 as the next phase following environmental approval.
The first batch of key construction works for the project comprises the Pariachi Tunnel and its access roads. Peru's Ministry of Transport and Communications announced in February this year that the optimized budget for this portion amounts to S/ 2.537 billion; for fiscal year 2026, S/ 600 million is planned to initiate the relevant works, of which S/ 190 million has been included in the annual budget.
As recorded by Peru's audit authority as of February 26, 2026, the total investment in the New Central Highway project amounts to S/ 24.653 billion, with the executing entity being Provías Nacional, supported by a project management team comprising France's Egis, Setec, and others providing technical assistance under an intergovernmental cooperation model. At that time, the detailed engineering design for the project was still in the execution phase, with land and public utility relocation, international engineering procurement, and construction supervision procurement progressing in parallel.
