Poland's 3.6 GW Offshore Wind Projects Advance in Phases
en.Wedoany.com Reported - As of September 11, Poland's three offshore wind projects—Baltic Power, Baltica 2, and Baltic East—have respectively advanced to the grid connection commissioning, offshore main construction, and engineering design stages, with a combined planned installed capacity of approximately 3.6 GW. Among them, Baltic Power has delivered its first power to Poland's national grid, Baltica 2 has completed the installation of all 111 monopile foundations, and Baltic East has entered the FEED design, permitting, and financing advancement stage after securing support in the first round of offshore wind auctions.

Baltic Power is jointly developed by ORLEN and Northland Power, with plans to install 76 Vestas offshore turbines of 15 MW each, totaling approximately 1.2 GW, located about 23 kilometers off the coast of Choczewo and Łeba. On July 10, the project delivered power to Poland's national grid for the first time, when 54 turbines had been installed offshore, all approximately 350 kilometers of array and export cables had been laid, and two offshore substations and onshore grid connection facilities were put into commissioning. The project subsequently entered the phased start-up, testing, and performance verification stage, with all turbines to be gradually connected to the grid, and construction completion work scheduled for fall 2026.
Baltic Power has previously completed the installation of all 78 monopile foundations. Once completed, the project is expected to generate approximately 4 TWh annually, equivalent to about 3% of Poland's current electricity demand. After completing equipment testing, acceptance, and independent certification, the project still needs to obtain a formal power generation license from Poland's energy regulatory authority.
Baltica 2 is jointly developed by PGE and Ørsted on a 50:50 basis, with a total installed capacity of approximately 1.5 GW, and plans to install 107 turbines of the 14 MW class. On August 21, the project completed the installation of all 111 monopile foundations, of which 107 are for turbines and 4 are for offshore substations. The monopiles have a maximum length of approximately 100 meters, a diameter of 7.5–10.5 meters, and a single weight of approximately 1,900 tons. The project is currently continuing with the construction of foundation secondary steel structures, involving more than 400 components such as anode cages, boat landing facilities, and internal and external platforms.
Subsequent construction for Baltica 2 also includes the installation of offshore substations, export cables, and array cables, as well as the hoisting of 107 turbines. The project's onshore substation and grid connection facilities in the Choczewo area are being constructed in parallel. According to the existing construction plan, the first power will be delivered to the grid in the first half of 2027, and the project is scheduled to achieve full commercial operation by the end of 2027. The project has obtained the main permits required for construction and has a 25-year contract for difference support mechanism.
Baltic East, meanwhile, is in the development stage of the next batch of offshore wind projects. The project is being advanced by ORLEN Neptun, with a planned installed capacity of 900 MW and a sea area of approximately 110 square kilometers. The project has obtained permits for the use of offshore artificial islands and facility construction, permits for submarine cable laying and maintenance, preliminary grid connection conditions, and an environmental decision for the offshore wind farm. In December 2025, Baltic East secured support in the first round of Poland's second-phase offshore wind auction, with a winning bid price of 476.88 PLN/MWh, and obtained a two-way contract for difference mechanism for 25 years after commissioning.
In March 2026, ORLEN Neptun determined that a consortium composed of PROJMORS ASE Group, Ramboll Polska, and Enprom would undertake the preliminary design, engineering design, and FEED work for Baltic East, while also being responsible for advancing construction permits. The scope of work also includes preparing complete technical documentation and detailed project cost estimates, providing a design basis for subsequent equipment procurement, engineering contracts, and investment decisions. ORLEN's disclosed plan shows that the project is still in the permitting and financing stage and is expected to begin power generation in 2032.
Poland held its first second-phase offshore wind auction in December 2025, with three projects receiving support, totaling 3.435 GW of installed capacity. In addition to the 900 MW Baltic East, these include the 975 MW Baltica 9 and the 1,560 MW Bałtyk I. Among the first-phase projects, Baltic Power has entered grid connection commissioning, Baltica 2 has entered the large-scale offshore construction stage, and subsequent new projects have begun to advance toward design, permitting, and financing.
