Award of the €77 Million Waterfront Renovation Project at the Port of Huelva, Spain, Is Expected in the First Half of 2027

en.Wedoany.com Reported - On September 14, the Port Authority of Huelva, Spain, stated that the first-phase works of the comprehensive renovation project for Muelle de Levante are expected to be awarded in the first half of 2027. The core content of this phase is to put approximately 962 meters of the Hispanoamérica Avenue underground, along with the construction of an underground parking lot, with a total investment of nearly €77 million, fully funded by the Port Authority of Huelva's own funds. The Spanish Cabinet has recently approved the launch of the bidding process for the project.

The project scope begins near the Aqualón shopping center and extends to the roundabout area near the Rio Tinto company docks. The standard cross-section of the underground road provides two lanes in each direction, with a single lane width of 3.25 meters and a clear height of 5 meters; the associated underground parking facility is planned to have at least 598 spaces, of which 18 are accessible parking spaces. After the project is implemented, existing surface traffic will be shifted underground, freeing up continuous public space between the city and the port area.

The Port of Huelva plans to complete an approximately 4-month public bidding process before the formal award, and will formulate traffic adjustment plans during construction in coordination with the Huelva City Council. The Port Authority proposes to keep Hispanoamérica Avenue open during most construction stages, but the road will be temporarily reduced from the existing 4 lanes to one lane in each direction to reduce the project's impact on urban traffic.

This underground project is the first key construction package of the overall renovation of Muelle de Levante. After the road is put underground, a direct pedestrian connection will be formed between the port area and the city, and approximately 80,000 square meters of land will be released for subsequent waterfront space development, with planned uses including dining, exhibitions, culture, tourism, and modern services.

The project is directly invested by the Port Authority of Huelva. Port Authority head Alberto Santana stated that the project funds come from the port's own operating revenue and do not rely on external special subsidies. The project has currently completed the bidding authorization at the central government level, and the next milestone will be the public procurement and construction contract award stage, with the contractor expected to be determined in the first half of 2027.
