SECI Awards Three Solar Tenders in India Totaling Approximately ₹282.084 Crore

en.Wedoany.com Reported - On September 14, the Solar Energy Corporation of India (SECI) announced the main procurement results for the 700 MW ground-mounted solar PV project at Radhanesda in Gujarat, with winning bidders determined for each of the project's three major procurement packages. Among them, LC Infra Projects won the balance of system (BoS) contract for the 700 MW AC solar PV project, with a bid amount of approximately ₹10.952 billion; Technical Associates Transformers won the supply contract for five 160 MVA, 220/33-33 kV main transformers, with a bid amount of approximately ₹734 million; Kosol Energie and Saatvik Green Energy respectively secured 300 MWp and 600 MWp shares of domestic solar module supply, with the two module contracts totaling approximately ₹16.523 billion. The total awarded amount for the three announced procurement packages is approximately ₹28.208 billion.

RESULTS – SECI 700 MW Ground mounted Solar PV plant at Radhanesda, Gujarat – EQ

The Radhanesda project is located in the Banaskantha district of Gujarat, developed by SECI, with a design capacity of 700 MW AC and 870 MWp DC, and is being advanced under India's CPSU Scheme. SECI technical documents show that the project will be divided into three main procurement packages: solar modules, main transformers, and balance of system. The modules and five 160 MVA main transformers will be procured directly by SECI and delivered to the site as owner-supplied equipment, while the BoS contractor will be responsible for unloading, storage, installation, testing, and commissioning of the above equipment, as well as completing all remaining works other than the modules and main transformers.

The BoS package is the single largest contract awarded in this round. LC Infra Projects' winning bid was ₹10.9515 billion, with a scope of work covering the design, engineering, equipment supply, civil works, installation, testing, and commissioning of the 700 MW AC solar power plant, extending all the way to the outgoing side of the on-site 220 kV pooling station. SECI's original tender was issued on January 8 and was advanced through online bidding and electronic reverse auction.

The transformer package was awarded to Technical Associates Transformers, with a contract value of approximately ₹733.9 million, covering the supply of five 160 MVA, 220/33-33 kV main transformers, including engineering design, manufacturing, testing, packaging, transportation, insurance, and delivery to the project site. This package had previously been tendered once before but was cancelled in May, after which SECI relaunched procurement on May 29 under the new tender number SECI/C&P/OP/11/04/2026-27.

Regarding module procurement, SECI originally planned to procure 870 MWp of domestic modules and required the use of domestic cells. In the results announced this time, Kosol Energie secured 300 MWp with a contract amount of approximately ₹5.586 billion; Saatvik Green Energy secured 600 MWp with a contract amount of approximately ₹10.937 billion. Together, the two companies secured a 900 MWp share. SECI's project technical documents also stipulate that the project's standard design DC capacity is 870 MWp, but the actual DC module capacity provided by the owner may be adjusted according to project implementation conditions, up to a maximum of 920 MWp.

The technical documents require the project to use monocrystalline silicon TOPCon bifacial modules, with module conversion efficiency of no less than 21.65% and a single module rated power of no less than 585 Wp. Both solar modules and cells must meet India's domestic manufacturing requirements and be supplied in batches to the Radhanesda site according to the project delivery window.

In terms of financing arrangements, SECI launched a solicitation in April this year for long-term loans of up to ₹27.2 billion for the construction of the Radhanesda 700 MW solar PV project. With the procurement results for the project's main equipment and BoS gradually being determined, the engineering responsibility chain has further shifted from the earlier tendering stage to the equipment supply and engineering execution stage.

These procurement results have given the project's main engineering packages a relatively clear execution structure: SECI is responsible for project development and core equipment procurement, Kosol Energie and Saatvik Green Energy are responsible for solar module supply, Technical Associates Transformers is responsible for five main transformers, and LC Infra Projects is responsible for BoS and on-site system integration. Subsequent engineering priorities will shift to module and main transformer delivery, BoS construction, 220 kV pooling system construction, and whole-station testing and grid-connected commissioning.
