UK TfL Launches £19 Million Elizabeth Line Tunnel Ventilation System Maintenance Tender
en.Wedoany.com Reported - Transport for London (TfL) has launched a tender for tunnel ventilation and control system maintenance services for the central section of the Elizabeth Line, with an estimated contract value of £19 million (excluding VAT) and an estimated value of approximately £22.8 million including VAT. The procuring entity is Rail for London Infrastructure (RfLI), and the contract scope covers planned maintenance and repair of the tunnel ventilation and control systems in the central section of the Elizabeth Line. The procurement is currently at the formal tender stage, and no winning bidder has been determined yet.
The maintenance covers ventilation and control infrastructure within approximately 21 kilometers of twin-bore tunnels in central London. The relevant systems are responsible for normal operational environmental control as well as smoke extraction and personnel evacuation functions in emergency situations such as fires, and are interlinked with the fire detection system, with centralized control via an automated SCADA platform. The tender service category falls under repair and maintenance services, with the core work being to ensure the continuous operation of fixed ventilation equipment and related control systems under operating railway conditions.
TfL previously screened potential suppliers through the UK railway industry supplier qualification scheme RISQS, involving two categories of qualifications: "fixed ventilation system maintenance" and "general building management system services," identifying a total of 157 potential enterprises. On November 12, 2025, the procuring entity issued a market survey questionnaire and expression of interest inquiry to relevant enterprises; on July 29, 2026, it further issued a procurement-specific qualification questionnaire, and suppliers that complete this stage will enter the formal bidding process.
This procurement adopts a competitive flexible procedure. Current tender information shows that the deadline for bid inquiries is 17:00 on October 2, 2026, and the bid submission deadline is 17:00 on October 9. TfL expects to complete contract award by March 12, 2027, with the contract scheduled to commence on March 22, 2027, with a base term until March 21, 2030, totaling 3 years, and an option to extend for a maximum of 2 years, extendable at the latest until March 2032.
The tender adopts a comprehensive evaluation method, with technical quality weighted at 50%, commercial pricing at 30%, health, safety, environment and quality (HSEQ) at 10%, and responsible procurement at 10%. The current £19 million is the estimated contract value published by the procuring entity, not the amount of a concluded contract.
The procurement for Elizabeth Line tunnel ventilation and control system maintenance had already entered the procurement planning stage as early as May 2025, when TfL published a pipeline procurement notice, initially estimating the contract period from April 2026 to March 2029. The latest formal tender has adjusted the contract implementation period to March 2027 to March 2030, with a two-year extension arrangement retained.
