China Huadian and China Telecom Sign Strategic Cooperation Agreement
en.Wedoany.com Reported - On September 20, China Huadian Group Co., Ltd. and China Telecom Group Co., Ltd. signed a strategic cooperation agreement at China Telecom's headquarters. Wu Jingkai, Vice General Manager of China Huadian, and Liu Ying, Vice General Manager of China Telecom, signed the agreement on behalf of both parties. Under the agreement, the two companies will establish a strategic partnership in fields such as technological innovation, smart energy, and strategic emerging industries, and will carry out cooperation around related technologies and business scenarios.
The agreement further clarifies the direction of cooperation between the two parties in the intersection of energy and digital infrastructure. China Huadian proposed that the two parties will expand cooperation around computing-power-electricity coordination, artificial intelligence, and smart energy; China Telecom proposed that it will further strengthen cooperation in computing-power-electricity integration, quantum technology, and cybersecurity. The agreement itself did not disclose specific project investment amounts, construction scale, implementation locations, or project implementation timelines.
The two parties had previously carried out cooperation related to energy digitalization. In October 2025, China Huadian and China Telecom held discussions on the application of quantum technology, artificial intelligence, and computing power coordination in the energy sector, at which they explicitly proposed cooperation directions such as digital-intelligent empowerment, construction of green electricity direct-supply parks, scenario applications of quantum technology in power generation, integrated artificial intelligence services, application of cutting-edge quantum technology, and green electricity direct connection. This strategic agreement further incorporates the previous specific cooperation directions into a group-level cooperation framework.
China Huadian is currently advancing the application of artificial intelligence technology in its power generation business. In July of this year, the company released the Huadian Zhi "Yuneng" large model for power safety production, and formed application scenarios such as early warning and diagnosis of rotating equipment, wind turbine fault diagnosis, operation optimization, and maintenance and technical transformation; at the same time, China Telecom is advancing the construction of foundational capabilities such as Tianyi Cloud, artificial intelligence, the national integrated computing power network, quantum communication, and cybersecurity. The cooperation directions in computing-power-electricity coordination, artificial intelligence, quantum technology, and cybersecurity determined by the two parties this time correspond to direct business interfaces between energy production systems and computing power infrastructure.
