India's SECI Tenders to Select Developers for 11.159 MW Rooftop Solar
en.Wedoany.com Reported - The Solar Energy Corporation of India (SECI) has issued the RTSPV-Tranche-XIV tender, seeking to select solar developers to build grid-connected rooftop solar PV projects with a total estimated capacity of approximately 11,159 kW (11.159 MW) under the RESCO (Renewable Energy Service Company) model. The tender covers 5 projects across multiple client organizations or institutions and is part of SECI's fourteenth batch of rooftop solar PV program.

The tender adopts a single-stage, two-envelope competitive bidding procedure. All bidders submit their bid documents at one time, divided into a technical bid (Envelope 1) and a financial/price bid (Envelope 2). Evaluation begins with the technical bid, and only the financial bids of technically qualified bidders will be opened for evaluation. This arrangement means that technical qualification is a prerequisite for entering price evaluation, and developers need to ensure their technical documents are solid.
Under the RESCO model, the solar developer owns, operates, and maintains the rooftop solar project. The client organization or institution does not pay upfront capital costs and only pays for the electricity generated at a predetermined tariff determined through competitive bidding. During the contract period, the developer is responsible for design, installation, operation, and maintenance. This model reduces the client's financial burden and transfers performance risk to the developer.
For solar developers, this tender offers an overall rooftop solar opportunity of 11,159 kW (approximately 11.16 MW) across 5 projects.
