Clark aviation and logistics projects drive 535% increase in BCDA-approved investments
en.Wedoany.com Reported - The Bases Conversion and Development Authority (BCDA) approved PHP 49.96 billion in investments in the first half of 2026, a 535% increase from PHP 7.87 billion in the same period last year, with aviation and logistics investments in Clark serving as the main driver.

The BCDA said the approved investments are expected to create about 4,210 jobs.
By sector, aviation accounted for PHP 33.91 billion in approved investments, nearly 68% of the total, driven by international aviation and logistics companies expanding their operations in Clark. Companies involved include Lufthansa Technik Philippines, FedEx, and UPS International.
BCDA President and Chief Executive Officer Joshua Bingcang said the growth reflects rising interest among global companies in using the Philippines as a base to serve both domestic and regional markets.
"Global companies are making bigger, longer-term commitments to the Philippines because they see the potential to serve both the domestic market and the broader Asia-Pacific region from here," Bingcang said.
He added that the BCDA's role is to make development areas investment-ready, provide the infrastructure and conditions investors need, and ensure these investments translate into quality jobs, stronger industries, and lasting economic opportunities for Filipinos.
The concentration of investments in aviation is tied to Clark's continued development as an aviation, aerospace, and logistics hub. The Clark aviation ecosystem covers aircraft maintenance, repair and overhaul (MRO), air cargo and logistics operations, and other aviation-related activities. Lufthansa Technik is building a new wide-body aircraft maintenance facility in Clark, while FedEx and UPS are also expanding their operations in the area.
Bingcang said these investments show that the Philippines, and especially the broader Clark metropolitan area, is increasingly seen as a platform for companies to serve the Philippine and wider Asia-Pacific markets.
The BCDA and its partners are also developing infrastructure to support the Luzon Economic Corridor, covering airport capacity, connectivity, and logistics infrastructure.
Beyond aviation, investment activity during the period also covered residential, government and sports, and hotel and hospitality projects. The residential segment accounted for PHP 5.9 billion in approved investments, government and sports projects PHP 500 million, and hotel and hospitality investments totaled PHP 30 million.
Investment agreements during the period involved InfiniVAN, the Philippine Sports Commission, Sophia Real Estate Executives and Development Corp., Baguio Mountainscapes, Hann Philippines, ACWA Power Philippines, and a consortium composed of GTM Networks Asia and Volksbahn Technologies.
Investment activity was mainly concentrated in the BCDA's major economic zones, including Clark and Camp John Hay in Baguio.
Bingcang said the latest data show that government-owned land and infrastructure can be used to attract private capital into strategic industries while creating jobs and economic activity.
The BCDA was established under Republic Act No. 7227, with the mandate to develop former military bases and reservations into centers of productive economic activity and sustainable development. Its asset portfolio includes the Clark Freeport Zone, Clark International Airport, New Clark City, Camp John Hay, and the Poro Point Freeport Zone.
