U.S. Plans Another 40 Million Barrel Strategic Petroleum Reserve Exchange
en.Wedoany.com Reported - On September 29, the U.S. Department of Energy issued a new round of solicitations for crude oil exchanges from the Strategic Petroleum Reserve, planning to provide up to 40 million barrels of crude oil to the market from the Big Hill and Bryan Mound storage sites. The deadline for company bids is 11:00 a.m. U.S. Central Time on October 6, and the crude oil awarded is scheduled for delivery in November and December of this year.

This round of exchanges is part of the 172 million barrel Strategic Petroleum Reserve release plan launched by the United States in March this year. The plan is being implemented in coordination with the International Energy Agency's member countries' total release of 400 million barrels of oil and refined product reserves. The U.S. Department of Energy uses a crude oil exchange model, under which companies that receive crude oil must later return the borrowed volume to the Strategic Petroleum Reserve and additionally deliver a certain amount of premium crude oil. The Department of Energy disclosed that previously completed exchanges yielded an average return premium of about 25%.
The U.S. Department of Energy has previously carried out multiple consecutive rounds of operations under this plan. The first round of exchange contracts in March involved 45.2 million barrels of crude oil, with companies required to return 55 million barrels later; in May, approximately 53.3 million barrels of crude oil exchange contracts were awarded, corresponding to an additional return of about 15.1 million barrels. As of September 29, the U.S. Department of Energy's previous five solicitations had resulted in four completed batches of exchange contracts, with a cumulative awarded volume exceeding 133 million barrels.
A solicitation of 40 million barrels had previously been offered in June. At that time, the U.S. Department of Energy also planned to provide up to 40 million barrels of crude oil from Big Hill and Bryan Mound, but the market ultimately accepted only about 500,000 barrels of borrowed oil. The new round of solicitations launched on September 29 again offers the remaining volume and continues to arrange supply from the same two storage sites.
Data from the U.S. Energy Information Administration show that as of September 18, U.S. Strategic Petroleum Reserve crude oil inventories stood at 284.552 million barrels, a decrease of about 8.87 million barrels from 293.426 million barrels on August 14; compared with 413.325 million barrels on April 3, the cumulative decline was about 128.8 million barrels. The U.S. Department of Energy's currently authorized Strategic Petroleum Reserve storage capacity is 714 million barrels.
Under the U.S. Strategic Petroleum Reserve exchange mechanism, crude oil is first withdrawn by companies, which later return it in the form of crude oil and pay an additional in-kind premium. When the U.S. Department of Energy launched the first round of operations in March, it stated that the 172 million barrel release plan was expected to complete delivery in about 120 days and planned to obtain about 200 million barrels of crude oil through subsequent returns.
