Italy Plans to Invest Over €1 Billion to Build 13 Data Centers

en.Wedoany.com Reported - On October 7, Italian digital infrastructure company Core Stack and investment management firm Green Arrow Capital announced in Rome a national data center construction plan, proposing to invest more than €1 billion over the next four years to develop 13 medium-sized data centers. The first batch of projects is located in the provinces of Cremona and Verona, with construction permits planned to be obtained by the end of 2027 and operations scheduled to begin in the first quarter of 2028. The projects will be advanced by a joint venture established by both parties, with initial construction focused on northern and northeastern Italy.

The project adopts a distributed construction approach, with the 13 medium-sized data centers to be located across different regions of Italy and managed through a unified network architecture. Core Stack plans to equip each facility with modular computing and storage infrastructure and to establish cross-site redundancy and operational management systems. Subsequent construction areas will gradually expand from the north and northeast to central and southern Italy, with site selection prioritizing abandoned industrial land and areas with lower population density.

The first two data centers are planned to utilize existing industrial sites near the provinces of Cremona and Verona, and the relevant construction permit applications have already reached a relatively advanced stage. The project developer plans to carry out main construction after completing land use and construction approvals, and to organize equipment installation and operational preparation in accordance with the construction progress of each site. As of this announcement, the two facilities have not yet obtained final construction permits, and the company has not disclosed specific construction contracts or the list of general contractors.

Energy facilities will be planned in parallel with the data centers. The development plan requires each data center to be equipped with local renewable energy generation facilities, forming a combination of computing infrastructure and on-site power supply systems. Core Stack is also studying the feasibility of configuring battery energy storage systems with Politecnico di Milano. The energy storage facilities remain in the research stage, and no final technical solutions, equipment capacity, or procurement arrangements have been announced.

The investment plan is being implemented through a joint venture established by Green Arrow Capital and the Lazzari Group. On May 26, 2026, the two parties announced the joint venture cooperation and the data center investment plan of more than €1 billion, at which time Core Stack already had 11 development projects. The plan announced in October further clarifies that the national network includes 13 facilities, as well as the first batch of sites, approval timelines, and operational targets. The project developer plans to use the Italian domestic supply chain to organize the construction of data centers and supporting energy facilities.

Eugenio de Blasio, founder and executive chairman of Green Arrow Capital, stated at the project launch event that the overall construction phase is expected to involve approximately 8,000 workers, and that once all facilities are operational, more than 1,300 long-term jobs are expected to be created.
