The total annual quota is 13.65 million tons, covering three categories of products: urea, diammonium phosphate, and compound fertilizer. Of this, the urea quota is 3.3 million tons, the diammonium phosphate quota is 6.9 million tons, and the compound fertilizer quota is 3.45 million tons.

According to the 2026 fertilizer import tariff quota management document previously published by the Ministry of Commerce, the total quota for the previous year was also 13.65 million tons, with the three categories at 3.3 million tons, 6.9 million tons, and 3.45 million tons respectively. Based on the 2027 data provided this time, the quota volumes for each category remain consistent with the previous year.

The 2026 quota management measures adopted a first-come, first-served allocation method, distinguishing between state trading and non-state trading quotas. Of this, the state trading quota totaled 8.25 million tons, and the non-state trading quota totaled 5.4 million tons. For that year, the in-quota import tariff rate for urea, diammonium phosphate, and compound fertilizer was 1%. The above allocation method, classified quantities, and tariff rates are verified policy content for 2026 and cannot be directly regarded as final provisions that will continue to be implemented in 2027.
