en.Wedoany.com Reported - On October 16, the U.S. Department of Energy issued a new solicitation for crude oil exchanges from the Strategic Petroleum Reserve, planning to provide companies with up to 17 million barrels of crude oil. This solicitation is part of the follow-up to the previously announced 40 million barrel crude oil exchange arrangement and is included in the 172 million barrel strategic reserve release plan established by the United States in March. This round is being advanced through a process of soliciting bids from companies and has not yet reached the final award stage.

On June 10, the U.S. Department of Energy first issued a request for exchange bids for the final batch of up to 40 million barrels of reserve crude, but companies ultimately agreed to borrow only about 500,000 barrels that month. On September 29, the Department of Energy launched another solicitation of the same scale, proposing to supply crude oil from the Big Hill and Bryan Mound strategic reserve sites, requiring companies to submit bids by October 6, with deliveries planned for November to December.

Regarding the execution results of the September batch, the energy consulting firm Energy Aspects estimated based on the new solicitation volume announced on October 16 that approximately 23 million barrels of crude oil may have already been awarded in the previous round. The U.S. Department of Energy has not yet published the complete award results for the September batch, so this figure is an estimate by a research institution and cannot be regarded as an officially confirmed transaction volume.

The United States previously coordinated with International Energy Agency member countries to implement a total release plan of 400 million barrels of oil and petroleum products from reserves, of which the United States was responsible for 172 million barrels. As of October 16, the United States had cumulatively released approximately 132.5 million barrels of crude oil from the Strategic Petroleum Reserve. The United States uses an exchange method to carry out the relevant supply arrangements; participating companies that borrow reserve crude oil must return the crude oil in accordance with the contract and deliver an additional quantity of crude oil.
