Qatar Plans to Build Two 825 MW Gas-Fired Power Plants in Lebanon
en.Wedoany.com Reported - An energy investment plan jointly developed by Qatar and Lebanon and disclosed on October 19, 2026, shows that Qatar plans to build an 825 MW combined-cycle gas-fired power plant in Deir Ammar in northern Lebanon and another in Zahrani in the south, and to promote the signing of a 20-year liquefied natural gas supply agreement. The plan still requires approval by the governments of both countries, and the proposed implementation period is three years.

The plan is named the "National Integrated Energy Investment Plan" and covers gas-fired power generation, natural gas receiving and regasification, renewable energy, battery energy storage, and cross-border power interconnection. The two gas-fired power plants have a combined planned installed capacity of 1,650 MW. QatarEnergy plans to sign a long-term gas supply agreement with Lebanon, supported by a floating storage and regasification unit with a daily processing capacity of 3.5 million cubic meters, as well as the Arab Gas Pipeline, which transports gas through Syria with a daily transmission capacity of 4.5 million cubic meters.
The renewable energy component includes 800 MW of photovoltaic power generation and 440 MW of wind power projects, along with planned supporting battery energy storage facilities. The cross-border power supply arrangement is planned to run through two lines, initially transmitting 300 MW of electricity from Syria to Lebanon.
On October 16, Lebanese Prime Minister Nawaf Salam and Qatari Prime Minister and Minister of Foreign Affairs Mohammed bin Abdulrahman held talks in Beirut. The two sides proposed implementing power infrastructure projects under a build-operate-transfer model, with the Qatari side responsible for financing, construction, and operation, and the Lebanese government not required to make upfront investments in project construction. Specific payment obligations and guarantee arrangements remain subject to subsequent negotiations between the two sides.
During the talks, the Qatari Prime Minister announced that QatarEnergy has reached an agreement with France's TotalEnergies to jointly develop photovoltaic power plants in Lebanon as the first project under their overall energy cooperation.
