During the "15th Five-Year Plan" period, the National Energy Administration of China will work closely with relevant departments such as the National Development and Reform Commission to strengthen the planning and guidance for the hydrogen energy industry, increase policy support, enhance core technology research, promote hydrogen energy pilot projects, improve the standard certification system, deepen international exchanges and cooperation, and vigorously cultivate the future hydrogen energy industry.

Bian Guangqi, Deputy Director of the Department of Energy Conservation and Technology Equipment of the National Energy Administration of China, stated on the 30th that during the "15th Five-Year Plan" period, the National Energy Administration of China will collaborate closely with relevant departments such as the National Development and Reform Commission to strengthen the planning and guidance for the hydrogen energy industry, increase policy support, enhance core technology research, promote hydrogen energy pilot projects, improve the standard certification system, deepen international exchanges and cooperation, and vigorously cultivate the future hydrogen energy industry.
Bian Guangqi made the above remarks at a press conference held by the National Energy Administration of China on that day.The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China listed hydrogen energy as an important direction for future industries. "As a crucial component of the future national energy system, hydrogen energy will play a significant role in the construction of new power systems and new energy systems, effectively promoting the development and consumption of new energy and helping achieve the 'dual carbon' goals," Bian Guangqi said at the meeting. At the same time, the hydrogen energy industry is characterized by high technological content, a long industrial chain, and numerous involved links. Its development will comprehensively drive industrial innovation, expand domestic demand, cultivate talent, and foster international cooperation.
During the "14th Five-Year Plan" period, the hydrogen energy industry gradually achieved orderly breakthroughs. According to information from the National Energy Administration of China, by the end of 2025, China's cumulative installed capacity of renewable energy hydrogen production projects exceeded 250,000 tons per year, doubling compared to the previous year. Projects such as those in Kuqa, Xinjiang; Ningdong, Ningxia; Chifeng, Inner Mongolia; Da'an and Songyuan, Jilin, have been completed and put into operation, gradually connecting the hydrogen production-storage-transportation-application industrial process. A number of major technological equipment have achieved new breakthroughs, laying a solid foundation for the development of the hydrogen energy industry.
