His efforts paved the way for Gurley into the field of hydrological equipment manufacturing. Later, in 1896, Edwin Geary Paul, then the head mechanician of the U.S. Geological Survey, designed and developed the first pygmy meter in conjunction with W. & L.E. Gurley.
