1. Nature and Model of Agreement:

This is a multi-supplier framework agreement, with a maximum of 2 contractors to be awarded. During the validity period of the agreement, the university will issue specific work orders to the awarded contractors based on the specific maintenance, renovation, or new construction needs of various campus buildings. Contractors execute the work according to the unit prices and conditions stipulated in the agreement. The agreement is not reopened to competition, meaning only these maximum 2 awardees are eligible to receive relevant orders within the next 4 years.

2. Core Scope of Work:

The awarded contractor(s) must provide comprehensive coating and paperhanging services in designated buildings based on specific work orders issued by the university. All work must strictly comply with all provisions of the "STLB-BauZ: 663 Standard" (July 2023 edition) concerning "Paint and varnish work - Coating, Paperhanging work." This standard is a detailed technical specification commonly used in the German construction industry, specifying in detail:

Types of Work: Painting (paints, coatings) and paperhanging (wallpaper) of interior and exterior surfaces, and related work.

Process Requirements: The complete process flow and quality standards, from substrate inspection and preparation (cleaning, repair, sanding, plastering), primer application, to the application of topcoats or wallpaper.

Technical Parameters: Clear requirements for material adhesion, coverage, scrub resistance, environmental class (e.g., VOC content), color consistency, etc.

3. Involved Supplies and Materials:
