Design Service Scope:

Complete the full construction drawing design for the gas storage tank, based on the "Minimum Construction Drawings" provided in the tender documents.

The design must comply with Latvian building codes, technical regulations, and local planning requirements.

Design deliverables shall include, but not be limited to: site plan, architectural plans, structural design, plumbing and drainage, electrical (power/weak current), gas pipelines, integrated automation control system (SCADA) design, fire protection design, construction cost estimate, and other complete documentation.

The design must obtain all necessary approvals from relevant authorities.

Construction Scope:

Complete all construction work for the gas storage tank in accordance with the approved design drawings and technical specifications.

Work includes, but is not limited to: civil works (foundation, structure), installation of a double-layer laminated membrane gas holder, process pipeline installation, electrical system installation, automation control system installation and commissioning, construction of ancillary site facilities, etc.

Responsible for all temporary works, site management, safety measures, and environmental protection during construction.

Service Scope:

Provide full-process construction supervision services (Autoruzraudzība) during the construction period.

Responsible for the commissioning, testing, and start-up of the entire gas storage system to ensure it meets the design functional and performance requirements.

Provide operator training and related technical documentation.

Material Specifications:

Core Tank Material: The main body of the tank shall be a double-layer laminated pressure membrane, with a specific requirement of tensile strength not less than 5000N/5cm.

Structural Requirements: The building is a single-story structure using strip foundations. The specific structural scheme shall be detailed in the design phase and comply with Latvian structural codes.

Electrical System:

Supply Voltage: 400/230V, estimated power approximately 50kW.

An integrated earthing system must be established, with an earth resistance not exceeding 4Ω.

A passive lightning protection system compliant with LVS EN 62305 standard must be designed and installed.

Pipeline Systems:

Gas Pipeline: A new underground gas pipeline with a diameter of 315mm (final as per design) and a new above-ground AISI316 stainless steel gas pipeline with a diameter of 250mm (final as per design) must be constructed and connected to the existing gas supply system.

Rainwater Pipeline: Connect roof rainwater to the existing rainwater drainage network.

Automation Control System (SCADA):

The automation system of the new gas storage tank must be integrated into the existing "Energy Module" control system.

The programming engineer designated by the bidder must have practical experience with Wago automation systems, CoDeSys software, MODBUS protocol, and the ECAVA INTEGRAXOR WEB SCADA platform.

General Requirements: All equipment and materials must comply with European Standards (EN) or Latvian National Standards (LVS), with priority given to standardized products.

Deliverables and Outcomes:

Design Phase: Provide two sets of paper-based construction drawing documents approved by the authorities, along with a complete set of electronic files (DWG, DOCX, PDF formats).

Construction Phase: Complete all construction work and pass the final acceptance inspection.

Final Delivery: A fully functional, commissioned, and operational gas storage tank, along with a complete set of as-built documentation, operation manuals, and training records.

Key Qualification and Experience Requirements (Summary):

Financial Capacity: Average annual turnover for the past three years (2023-2025) not less than 1 million EUR.

Similar Project Experience: Successfully completed at least 2 design and construction projects for membrane-type biogas storage tanks as the main contractor within the past 5 years.

Core Team: Must commit to assigning a project manager with specific qualifications and experience, a certified construction specialist, a process technician, a programming engineer, and a work safety coordinator to the project.

Registration Qualification: Must be registered in the Latvian Register of Builders or an equivalent foreign registry.

Key Bidding and Evaluation Information:

Bid Bond: 50,000 EUR.

Performance Bond: 5% of the total contract price (excluding VAT).

Warranty Bond: 5% of the contract price (excluding VAT), corresponding to a warranty period of at least 36 months.

Bid Language: Latvian.

Bid Submission Platform: Online submission only via the electronic tender subsystem of the Latvian National Electronic Procurement System (EIS).

Evaluation Method: Economically Most Advantageous Tender. Price factor (K1) accounts for 90 points, technical expert experience (K2) accounts for 10 points.

Contract Duration: Complete all design, construction, supervision, and commissioning works within 11 months from the contract signing date.
