Project Title: Calibration Standard Equipment for Hydrogen Refueling Station Gas Flow Meters Project Overview: This project aims to procure a mobile calibration unit named "Heavy Duty Field Test Standard (HDFTS)" for the on-site calibration of gas flow meters at hydrogen refueling stations. The unit must be capable of being loaded onto a car trailer and transported to refueling stations for use. Core Deliverables: A complete HDFTS system, primarily consisting of: Coriolis Measurement Unit (CMU): Includes two parallel Coriolis mass flow meters and their cooling system (capable of cooling the flow meter body to -35°C to -10°C), equipped with necessary interfaces, sensors, and designed for portability (weight < 60kg). Hydrogen Storage Tank System (HST): A tank system with a total capacity of at least 600L (recommended not to exceed 1000L), including at least one tank with a capacity of 100–150L. Total weight must not exceed 1100kg and must fit into a car trailer of specified dimensions. Automation and Data Acquisition (DAQ) System: Includes control software, a computer (preferably pre-installed with Windows 10 or a newer system), and data logging functions. Must display data in real-time and generate timestamped logs (output formats: *.txt, *.xls, *.xlsx, *.csv). Key Performance Indicators: Measurement Range: Mass flow rate from 0.075 kg/min to 18 kg/min. Pressure Range: Operating pressure from 0 to 900 barg, nominal working pressure 700 bar. Temperature Adaptability: Capable of measuring hydrogen with inlet temperatures from -40°C to 50°C. Accuracy Target: Calibration uncertainty below 0.67%, with a maximum uncertainty of 12 grams for a 1kg fill. Connection Standards: Must be equipped with H70, H35HF interfaces and a reserved H70HF interface. Compliance and Safety Requirements: Must comply with the OIML R139:2018 metrology regulation. The entire system (CMU, HST, DAQ) must have ATEX explosion-proof certification for use with hydrogen. A HAZOP (Hazard and Operability Analysis) must be conducted with a representative of the purchaser present. Commercial and Delivery Requirements: Basis of Quotation: DDP (Delivered Duty Paid) to a specified address in Norway. Quotations must be in Euro or Norwegian Krone and include on-site installation, commissioning, training, and after-sales service with at least a 1-year warranty, but exclude VAT and other import duties/taxes. Delivery Time: The system must be delivered, installed, and operational (including training) by December 2026. Bidders must provide an estimated delivery timeline. Bid Documents: Must submit a complete bid, including total price, qualification certificates (ESPD form, company registration certificate not older than 6 months, and financial statements/bank guarantee), technical proposal, warranty terms, description of subcontractors, etc. Documents must be in Norwegian or English. Evaluation Criteria: Quality (50%): Includes intrinsic quality, system functionality, user experience, estimated uncertainty, and relevant industry experience (e.g., oil and gas). Climate and Environmental Impact (30%): Includes energy efficiency attributes of the delivered equipment (e.g., tank capacity-to-weight ratio) and proof of the bidder's own environmental performance. Price (15%) Delivery Time (5%) Other Important Information: The car trailer and nitrogen cylinders will be provided by the purchaser and are not included in the supply. The procurement process will be conducted via the Mercell CTM platform. The deadline for submitting clarification questions is February 13, 2026, 12:00 CET. The contract is subject to the Norwegian Sale of Goods Act. Liquidated damages for delay are set at 0.15% of the total contract price per calendar day (minimum 100 EUR/business day), capped at 15% of the total price.
