Description

Project Name: Road Defect Detection, Bridge Inspection, and Embankment Monitoring Project for the Mingzhu Bay Start-up Area

Procurement Method: Open Tender

Budget Amount (Maximum Price Limit): RMB 3,395,363.80

Contract Performance Period: Three years, with annual contract signing. Two months before the expiration of the current year's contract, the purchaser will determine whether to renew based on the quality of service, performance evaluation of the winning bidder, or its own development needs. It can be renewed a maximum of two times, with a total performance period not exceeding three years. Renewal fees will be executed at the winning bid price.

Location of Service Provision: Nansha District, Guangzhou City

Project Overview: Conduct inspection and monitoring work on operational roads, bridges, and river embankments in the transferred management and maintenance areas of the Mingzhu Bay Start-up Area, including Lingshan Island Tip, Binshui Corner, and around the stadium, to provide technical support and consulting services for the safe operation and precise management of infrastructure.

Procurement Content: This project includes three technical service sub-items. Each sub-item has a maximum bid price limit. Any sub-item bid exceeding the limit will be treated as an invalid bid.

Sub-item 1: Defect Detection (Maximum Price Limit: RMB 1,538,352.50): Use ground-penetrating radar to detect underground defects in roads and river embankments, including emergency detection services.

Sub-item 2: Deformation Monitoring (Maximum Price Limit: RMB 1,081,981.70): Conduct road settlement, bridge settlement/displacement, and river embankment settlement/displacement monitoring, including monitoring point layout, data collection and analysis, and automated monitoring.

Sub-item 3: Inspection (Maximum Price Limit: RMB 775,029.60):

Road Inspection: Pavement distress survey, evenness, deflection, friction coefficient, core sampling inspection, and technical condition evaluation.

Bridge Inspection: Conduct structural periodic inspections (concrete strength and carbonation depth, reinforcement position and cover thickness) and technical condition assessments for 30 operational bridges at Lingshan Island Tip.

River Embankment (Root Stone) Inspection: Detect root stone distribution, depth, slope, and integrity.

Safety Risk Technical Consulting: Included in the detection, monitoring, and inspection services; no separate quotation required. Content includes defect risk assessment, construction safety risk analysis, preparation of the "Standardized Work Guidelines for Monitoring in the Mingzhu Bay Start-up Area," provision of maintenance and repair recommendations, and assistance in preliminary work for major repairs.

Technical Research: Conduct research on machine vision-integrated automated bridge deformation monitoring and GNSS-vision integrated automated river embankment deformation monitoring technologies based on this project.

Bidder Qualification Requirements: Comply with Article 22 of the Government Procurement Law of the People's Republic of China; not listed as a dishonest被执行人, a major tax violation失信主体, or in the record list for serious illegal and dishonest acts in government procurement. This project accepts joint venture bids. The number of parties in a joint venture shall not exceed two, and a "Joint Venture Bidding Agreement" must be signed.

Specific Qualification Requirements (All Parties in a Joint Venture Must Possess): Possess a Class B or above qualification in the professional category of engineering survey (geotechnical engineering geophysical testing and detection monitoring / engineering surveying) or a qualification for highway and waterway engineering testing institutions (specialization in bridge and tunnel engineering / Class A in highway engineering).

Specific Qualification Requirements (Task Undertaking Parties for Sub-items Must Possess):

Underground Defect Detection Task Undertaking Party: Must possess a CMA (China Metrology Accreditation) certificate (scope of accreditation covering road engineering or underground defect detection, etc.).

Deformation Monitoring Task Undertaking Party: Must possess a CMA certificate (scope of accreditation covering engineering monitoring).

Inspection Task Undertaking Party: Must simultaneously possess a "Construction Engineering Quality Testing Institution Qualification Certificate" issued by the construction administrative department and a CMA certificate (scope of accreditation covering foundation and main structure).

Specifically for Small and Medium-sized Enterprises: No (This project is not specifically for procurement from small and medium-sized enterprises).

Performance Bond: The amount is 2% of the project amount. Must be submitted within 30 days from the contract signing date in non-cash forms such as check, draft, promissory note, or guarantee (including bank performance guarantee).

Advance Payment: 10% paid after contract signing (if the winning bidder is a small or medium-sized enterprise, 30% of the first-year contract amount is paid).

Progress Payment: Paid every six months, based on 80% of the actual completed workload fees. The advance payment is deducted before payment, and cumulative payments shall not exceed 80% of the project amount.

Settlement Payment: Paid up to 100% of the settlement amount after completing all work, submitting the results report, and upon finalization of the settlement review.
